Vakillar Palatasining respublikachi a’zosi Kristofer Smit - O’zbekistonda diktatura hukmron va Islom Karimov inson huquqlarini muntazam ravishda buzib keladi deya keskin tanqidlari bilan tanilgan arbob. Uning nazarida Amerika ham uzoq vaqt mobaynida paxtani oq oltin deb, qulchilik siyosatini oqlab, majburiy mehnatni to’xtatmay kelgan. Lekin jamiyat bu adolatsiz amaliyot ekanini tushunib yetgan va bu mash’um siyosatdan voz kechilgan, deydi kongressmen.

Xalqaro mehnat huquqlari forumi vakili Brayan Kempbell deydiki, O’zbekistonga nisbatan bu borada qo’yilayotgan xorijiy bosim samara bermoqda. Bolalarni ekspluatatsiya qilish qonunan man etilgani, o’tgan yillarda kamroq bola paxta terimiga olib chiqilgani, hukumat rasman bo’lsa-da, bu siyosatdan voz kechayotganini ko’rsatishga urinayotganining o’zi buning yaqqol isboti, deydi Kempbell.

O’tgan yili BMT qoshidagi Xalqaro mehnat tashkiloti xodimlari terim paytida mamlakatni kezib, vaziyat bilan tanishdi. Hukumat ularning erkin ishlashiga yo'l bermadi, rasmiylar bu kuzatuvchilarning yonidan jilmadi, ammo bu guruh O’zbekistonga kiritilganining o’zi progress, deydi tashkilot a’zolari.

Xalqaro mehnat huquqlari forumi bunday xulosadan yiroq.

“O’zbekiston hukumati yaqin kelajakda paxta siyosatini o’zgartirishga harakat qilayotganini ko’rmayapmiz. Fuqarolarni terimga majburan olib chiqish va buni milliy hashar degan shior bilan oqlash chuqur ildiz otgan odat va rasmiylar unga haqiqatan ham nomaqbul ish deb qaramaydi”.

Kempbell O’zbekiston qishloq xo’jaligi, xususan paxta sohasi isloh qilinmayotganiga urg’u beradi. Paxta yetishtirish dehqon uchun talab; reja bajarilmasa, jazolanadi, deydi mutaxassis. Hosilni kimga va qay narxda sotish esa hukumat iznida. Dehqon hosilning rohatini ko’rmaydi, ko’p hollarda davlatdan qarzdor, deya kuzatadi Kempbell.

Kongressga uzatilgan 24 betlik hisobotda Xalqaro mehnat huquqlari forumi O’zbekiston paxtasi bilan bog’liq moliyaviy, texnik va siyosiy-ijtimoiy masalalarni sanab o’tadi va ularga izoh beradi.

“O’zbekiston xalqi majburiy mehnatga asoslangan tizimdan azob chekishda davom etmoqda. Hukumat esa biror konkret o’zgarish qilish harakatida emas”,- deydi Brayan Kempbell.

Milliy daromadining asosiy qismi paxtadan keladigan O’zbekiston pozitsiyasi shuki, unga nisbatan har qanday cheklov aloqalarga zarar keltiradi. Masalan, moddiy va moliyaviy yordam berilmasligi yoki biror bir zarur sohada hamkorlik qilinmasligi davlatlarni bir-biridan uzoqlashtiradi, deydi respublika rasmiylari.

Paxta va majburiy mehnat masalasi muzokaralarda doimiy mavzu. O’zbekiston tomon bu muammo emas desa, Amerika rasmiylari o’zgarish bo’lmagan taqdirda Kongress cheklovlarni olmaydi deya ta’kidlab keladi.

Huquq faollari nazarida paxtazorlarda odamlarning majburan ishlatilishi zamonaviy qulchilikning bir ko’rinishi. Davlat departamenti, AQSh Tashqi ishlar vazirligi ham o’zining o’tgan yilgi hisobotida, O’zbekistondagi siyosatni shunday deb ta’riflagan.

Jurnalistik faoliyatini 1996-yilda O'zbekiston radiosining "Xalqaro hayot" redaksiyasida boshlagan. Jahon Tillar Universiteti Xalqaro jurnalistika fakultetida dars bergan. Ommaviy axborot vositalari bo'yicha bakalavrlikni Hindistonning Maysur Universitetidan (University of Mysore), magistrlikni esa AQShning Bol Davlat Universitetidan (Ball State University) olgan. Shuningdek, Garvard Universitetidan (Harvard University) davlat boshqaruvi va liderlik bo'yicha magistrlik diplomiga ega. Jurnalistik va ilmiy materiallari qator xalqaro manbalarda chop etilgan. Amerikaning nufuzli universitetlari va tahlil markazlarida so'zlab, ma'ruzalar o'qib keladi. "Amerika Ovozi" oltin medali sohibi. Tashkilotda gender va jurnalistika bo'yicha kengash raisi. Toshkent viloyati Bo'stonliq tumani Qo'shqo'rg'on qishlog'ida ziyoli oilasida ulg'aygan.

Since 2018, she has also been reporting from inside Uzbekistan as the first-ever U.S.-based accredited correspondent in the country. During 2016-2017, she was a prestigious Edward S. Mason Fellow in public policy and management, while earning her Mid-Career Master in Public Administration at Harvard University’s John F. Kennedy School of Government. Navbahor played a pivotal role in the launch of Uzbek television programming at VOA in 2003, and has since presented more than 1000 editions of the flagship weekly show, “Amerika Manzaralari” (Exploring America), which covers American foreign policy focusing on Washington’s relations with Central Asia, as well as life and politics in the U.S. She speaks frequently on regional issues in Central Asia, as well as Uzbek politics and society, for policy, academic, and popular audiences. Her analytical pieces have been published in leading academic and news outlets including Foreign Policy, The National Interest, and the Atlantic. Navbahor also is the founding President of the VOA Women’s Caucus. She began her career at Uzbekistan’s state broadcasting company in Tashkent. She holds a Bachelor of Arts in journalism and mass communication from the University of Mysore, India and a Master of Arts in journalism from Ball State University, Indiana.
