Korrupsiya davlatlar iqtisodiyotiga bolta uradigan eng katta illat hisoblanadi. Bu muammo chuqur ildiz otgan jamiyatlarda qonun ustuvorligini ta’minlash mushkul. Korrupsiyaga qarshi ish olib boruvchi xalqaro kuzatuv guruhi yaqinda dunyoning bu baloga eng ko’p botgan davlatlari ro’yxatini e’lon qildi.

Korrupsiyadan ko’rilayotgan zararning ko’lami cheksiz. Global moliyaviy oshkoralik tashkiloti ma’lumotiga ko’ra, 2001-yildan 2010-yilga qadar dunyoning 150 rivojlanayotgan davlatida olti trillion dollarga yaqin pul korrupsiya bois ko’kka sovurilgan.
 
Bunday davlatlar ro’yxatining boshida Xitoy turibdi. O’tgan 10 yil davomida bu o’lkada 2,75 trillion dollar noqonuniy oldi-berdi uchun sartflangan. Ayni davrda Meksikada 476 milliard dollar pul davlat g’aznasidan o’marilgan, ya’ni har bir fuqarodan 4500 dollardan o’g’irlandi degani.
 
Rossiya ro’yxatning beshinchi pog’onasida. Bu yerda korrupsiya keltirgan zarar 152 milliard dollarga teng.
 
Afrika davlatlari orasida eng korrupsiyalashgani Nigeriya. U yerda noqonuniy kapital aylanmasi 129 milliard dollarga teng. Bu har bir nigeriyalik boshiga 864 dollarni tashkil etadi.
 
Korrupsiyaning eng ko’p tanilgan shakli poraxo’rlik. Ammo korrupsiyaga aloqador jami moliyaviy zarar summasi ichida bunday ta’magirlik faqat 4-5 foizni tashkil etadi, xolos, deydi Global moliyaviy oshkoralik tashkiloti rahbari Reymond Beyker.
 
“Chegaradan olib chiqiluvchi pul oqimining katta qismi, bizning taxminimizcha, 30-35 foizi, jinoiy faoliyatlarga aloqador. Ammo soliq to’lashdan bo’yin tovlash maqsadida amalga oshirilgan firibgarliklar umumiy summaning 60-65 foizini tashkil qiladi. Shunisi eng katta muammo”, - deydi u.
 
Buncha katta miqdordagi pulni o’zlashtirish uchun qora bozorga ishlaydigan moliyaviy tizim kerak, deydi Beyker.
 
“Bunday sistema turli nomdagi korporatsiyalar, egasi noma’lum bank hisoblari hamda soxta xayriya jamg’armalari kabi maxfiy operatsiyalardan iborat”, - deydi korrupsiyani o’rganuvchi tashkilot rahbari.

Xalqaro tashkilot ma’lumotiga ko’ra, dunyoning eng katta moliyaviy firibgarliklari amalga oshadigan davlat bu AQSh. Bu yerda anonim kompaniyalar tuzib, noqonuniy pul oborotini amalga oshirish oson, deydi Beyker.
 
Kuzatuvchilar fikricha, Shveysariya kabi Yevropa davlatlari va ayrim Karib o’lkalaridagi bank ma’lumotlarini o’ta maxfiy tutish siyosati moliyaviy firibgarlar uchun qo’l kelmoqda.
 
Korrupsiyaga qarshi kurash yildan yilga kuchayib bormoqda. Masalan, 1993-yilda tashkil etilgan Xalqaro oshkoralik (Transparency International) tashkiloti davlatlardan moliyaviy amaliyotlarga oid ma’lumotlarni ommaga oshkor etishni talab qilib keladi. Bundan tashqari, huquqiy savodxonlikning oshishi va turli axborot texnologiyalarining rivojlanishi oqibatida fuqarolar ham davlatdan ochiq siyosat yuritishni so’ramoqda. Xalqaro oshkoralik tashkiloti asoschilaridan biri Frenk Vogl internetning ahamiyatiga alohida urg’u beradi.

“Dunyo bo’ylab internet, ijtimoiy tarmoqlar va fuqarolik jamiyatining jadal rivojlanishi, jurnalistlar tekshiruvi va davlat prokurorlarining jasoratli ishlari tufayli bugun jamoatchilik davlat idorasidagi firibgarliklar haqida har qachongidan yaxshiroq biladi. Odamlar korrupsiya haqida hozir ko’proq ma’lumotga ega”, - deydi u.
