Qurol nazoratiga doir tortishuvlar. Kimning qo'li baland keladi?

Amerikada qurolli hujumlar atrofidagi qo’rquv va hayrat jamiyatdagi bu illatni qanday hal qilish masalasiga oydinlik kirita olganicha yo’q. Kongressda o’tayotgan tinglovlar bunga misol. Senat Adliya qo’mitasida qurolga egalik tarafdorlari va qarshilardan o’rtasida osmon va yerchalik farq bor da’volar yangradi.

AQShda qurol nazoratiga doir tortishuvlar va munozaralar tingani yo’q. Prezident Barak Obama masalaga jiddiy yondashib, alohida diqqat qaratishini bildirgan. Kongressdagi yillik murojaatida ham mavzuga to’xtalishi kutilmoqda.

Qurolga egalik qilish Amerikada bu mamlakat tashkil topgan paytdan beri an’anaga aylangan. Shu sabab qurol savdosini cheklash haqida gap ochilganda bu siyosat tarafdorlari ham, unga qarshilar ham befarq bo’la olmaydi.

"Yangi qoidalar qonunga amal qilayotgan fuqarolarni qurolsiz qoldiradi, ammo bu qurol bilan jinoyat sodir etayotganlarni to’xtata olmaydi", - deydi qurol sotuvchisi Bryus Bumgarner.

"Chora ko’rish zarur. Agar boshimga bu hol tushmaydi, qurolli zo’ravonlik meni chetlab o’tadi deb o’ylayotgan bo’lsangiz, xato qilasiz", - deya qarama-qarshi fikr bildiradi Sendi Fillips. O’tgan yoz Koloradodagi otishmada Fillipsning qizi o’lgan edi.

Qonunchilar va lobbichilar ham o’zaro tortishmoqda.

“Oddiy narsalarni tushunmayapsiz”, - deydi senator Richard Durbin Milliy qurol uyushmasi rahbari Ueyn Lapyerga.

“Menimcha esa siz tushunmayapsiz”, - deya javob qaytaradi unga Lapyer.

Boshqa bir senator Patrik Lexi ularni tinchlantirishga harakat qiladi.

O’tgan yil dekabr oyida Konnektikut shtatining Nyutaun shahrida bir odam 20 o’quvchini otib o’ldirgach, iyul oyida esa Kolorado shtatida kinoteatrdagi otishmada 12 odam nobud bo’lgach, qurol savdosini nazorat qilishga qaratilgan choralar ishlab chiqildi.

Prezident Obama qo’l qovushtirib o’tirishdan foyda yo’q, dedi.

"Urush maydonida qo’llaniladigan qurollarga kinoteatrda o’rin yo’q. Amerikaliklarning aksariyati bu fikrimga qo’shiladi", - dedi davlat rahbari.

Biroq qurolga egalik huquqini himoya qiluvchi Milliy qurol uyushmasi kabi guruhlar yangi qoidalardan norozi bo’lib, prezidentga reklama orqali hujum qildi.

Uyushma ijrochi vitse-prezidenti Ueyn Lapyerning aytishicha, amaldagi qonunlar ijrosi qolib ketib, yangilarini taklif qilish bilan jinoyatchilik kamayib qolmaydi.

"Hukumat oilalarimizni himoya qilish uchun qonun doirasida qurol saqlashimizga g’ov bo’la olmaydi", - deydi u.

Qurol do’konining egasi Endryu Reymond baribir nimadir o’zgaradi, degan fikrda.

"Qurol uyushmasi qanchalik qudratli bo’lmasin, qatliomda 20 ta bola o’lganini hisobga olish kerak. Shuning o’zi qurol nazoratiga doir qattiqroq qonunlarning qabul qilinishi uchun yetarli desak mubolag’a bo’lmaydi", - deydi u.

Munozara qizib borar ekan, tomonlar o’qlanib, siyosiy otishmaga hozirlik ko’rmoqda.
