Turkiya hali beri Yevropa Ittifoqiga kirmaydi

Anqara Yevropa Ittifoqiga nisbatan tanqidni oshirib, Turkiyaning blokka kirishini ataylab paysalga solayotganlikda ayblamoqda. Ittifoqning 2012-yil oktabr oyida chiqargan xulosalariga javoban Anqara o’z tahlilnomasini e’lon qildi. Masala murakkab, ammo Turkiyaning a’zolikka umidi so’nmagan.

Yangi yil kirishi bilanoq Anqara Bryusselga o’z hisobotini yubordi. Yevropa Ittifoqi da’vo qilganidek, mamlakatda inson huquqlari bilan bog’liq ahvol orqaga ketayotgani yo’q, deyiladi unda.
 
Turkiya Tashqi ishlar vazirligi so’zlovchisi Seljuq Unal Yevropa Ittifoqining qaysarligi jonga tegdi, deydi.

Hali u bahona, hali bu bahona, siyosiy nayranglar bilan band, deydi diplomat. “A’zolik uchun muzokara juda sust. 18 band bo’yicha umuman gaplashmayapmiz, chunki Bryussel ularni cheklab qo’ygan. Fransiya olti band, Kipr ham olti band yuzasidan muzokara qilmoqchi emas”,- deya noliydi Seljuq Unal. 
Yevropa Ittifoqiga kirish uchun harakatlar rasman 2005-yilda boshlangan, lekin Turkiya diplomati aytganidek, jarayon juda sekin. Faqat bir band borasida kelishuvga erishilgan xolos.
 
Fransiya, Germaniya, Avstriya va boshqa yirik a’zo mamlakatlarda siyosiy liderlar Turkiyaning blokka kirishiga qarshi.
 
Lekin Istanbuldan siyosatshunos olim Soli Ozel deydiki, ittifoq boshqaruvi Irlandiya qo’liga o’tar ekan, aloqalar ancha iliqlashishi mumkin. 
 
“Irlandiya raislik qilayotgani ayni muddao. U Turkiya bilan yaxshi aloqada. Turklar va irlandlar bir-birini yoqtiradi, shu bois a’zolik uchun muzokaralar olg’a siljisa ajabmas.”
 
Anqaraning yana bir umidi shuki, Fransiyaning yangi rahbari Fransua Olland Turkiyaga nisbatan avvalgi prezident Nikolya Sarkozi singari keskin pozitsiyada emas.
 
“Biz Yevropa Ittifoqidagi hamkorlarimiz bilan so’zlashishda davom etamiz, harakatni susaytirmaymiz. Konkret natijalar haqida hozir biror narsa deyish qiyin”,- deydi turk diplomati Seljuq Unal.

Istanbuldagi Edam tahlil instituti olimi Sinan Ulgen fikricha Anqara ham bugun Yevropa Ittifoqiga nisbatan yangicha siyosat yuritmoqda.

“Arab bahori vaziyatni murakkablashtirib, mintaqa davlatlari uning ta’sirini seza boshlagan. Turkiya buni tan olib, G’arb bilan hamkorlikni mustahkamlash payida, ham xavfsizlik jihatidan, ham iqtisod bobida. Siyosiy ittifoqchilikni ham kuchaytirmoqchi. Vashington va Bryussel bilan muloqot kengayganining asosiy sababi shu”.
 
Turkiya iqtisodi barqaror ekan, moliyaviy qiyinchiliklar domida yashayotgan Yevropa Ittifoqi u bilan sheriklikdan faqat naf ko’radi, deydi ekspertlar.
 
Blok nazarida Turkiyaning a’zolikka kirish yo’lidagi asosiy to’siq bu inson huquqlari bilan bog’liq vaziyat talabga javob bermasligidir. Qamoqxonalardagi holat, so’z va matbuot erkinligi, xotin-qizlarga munosabat, ozchilikdagi elatlarning huquqlari… Ittifoq o’zining so’nggi hisobotida bu boradagi muammolarga urg’u beradi.
