“Afg’onistonni qayta qurib, demokratiyaga aylantirmoqchi bo’ldik”

Prezident Barak Obamaning ikkinchi muddati davomida tashqi siyosatdagi eng muhim masalalardan biri Afg’onistondagi urushni yakunlashdir. “Amerika Ovozi” bu borada sobiq rasmiylar bilan suhbatda bo’ldi.

AQSh qo’shinlari Afg’onistonga kiritilganiga 11 yildan oshdi. U yerda xizmat qilayotgan 68 ming zobit, rejaga ko’ra, 2014-yil oxirida vatanga qaytib, xavfsizlik uchun mas’uliyat afg’onlarga topshirilishi kerak. 

Lekin AQShning Birlashgan Millatlar Tashkilotidagi sobiq elchisi Jon Bolton fikricha, afg’on armiyasi mamlakatni mudofaa etishga tayyor emas, ikki yildan keyin ham bunga qodir bo’lmaydi.

“AQSh qo’shinlarisiz Afg’onistonda Tolibon uchun hokimiyatga yo’l ochiladi. Afsuski, aynan shunday bo’lishini bashorat qilish mumkin. Tolibon va al-Qoida kuchayishini va AQSh uchun buning oqibatlari xunuk bo’lishini bila turib, Afg’onistondan ketish kaltabinlik, bema’nilik”, - deydi sobiq diplomat.

2014-yildan keyingi rejalar hozir Vashington va Kobul orasida muhokamada. Har holda, Kobulda amerikalik bir necha yuz askar qoladi.

AQSh sobiq Mudofaa vaziri Vilyam Koenga ko’ra, boshqa davlatlar ham hissa qo’shishi kerak. 

“Afg’oniston barqaror bo’lishidan nafaqat Amerika, balki butun dunyo manfaatdor ekanini ba’zida unutib qo’yamiz. Vaziyatni o’z holiga tashlab qo’yib bo’lmaydi. Agar xalqaro qo’shin tuziladigan bo’lsa, hamma birdek yordam bersin”, - deydi Koen.

G’arb davlatlari, qolaversa, homiylar Afg’oniston hukumatiga qo’ygan bosh talablardan biri korrupsiyadan qutulishdir. Jon Boltonning aytishicha, prezident Hamid Karzay bu oliy vazifani uddalay olmadi.

“Albatta, Afg’oniston poraxo’rlikdan xalos bo’lishini istaymiz, lekin AQSh yoki afg’on hukumati qisqa vaqt ichida bunga erisha olmasligi boshidan ma’lum edi. Bu jamiyatda korrupsiya hayotning, tirikchilikning bir qismi. Bu illatni yo’q qilamiz deb o’zimiga ortiqcha ishonib yubordik”, - deydi AQShning BMTdagi sobiq elchisi.

1970-80 yillarda Oq uyda prezident maslahatchisi bo’lgan general Brent Skoukroft Afg’oniston va Iroqdagi ko’p yillik missiyalar natijasini shunday izohlaydi: 

“Qandaydir jadvallarga asoslanib, jamiyatlarni o’zgartirish mumkin emas. AQSh necha bor urinib ko’rdi, bunga qurbimiz yetmaydi. Shuning uchun yana bir urush boshlaymiz deb turganda, birinchi navbatda, nima qo’limizdan keladi, deb so’rash kerak. Iroq va Afg’onistonni qayta qurib, demokratiyaga aylantirmoqchi bo’ldik, uddasidan chiqmadik. Juda katta sarmoya, qat’iyat va shijoat talab qiladigan va biz ortiq davom ettira olmaydigan ish bu”.  

Buning ustiga, amerikaliklar ham urushlardan charchab ketgan.

“Afg’oniston, Iroqdagi mojarolar xalqning ruhiyatida o’ziga xos iz qoldirdi. Odamlar “yetar, harbiylarimizni vatanga qaytarting” demoqda. Kelajakda bizni nimalar kutayotganini bilish qiyin. Haqiqatdan ham zarurat tug’ilganda, armiyani safarbar etishdan hayiqib qolmaylik deyman”, - deya qo’shadi general Skoukroft. 

Yevropa ahli orasida ham o’xshash kayfiyat seziladi. Shunday ekan, 2014-yildan so’ng xalqaro hamjamiyat Afg’onistonga qanchalik ko’mak ko’rsatishi savol ostida.

Vashington va Nyu-York shaharlarida ayrim politsiyachilar kichik videokamera taqib yurishni boshladi. Sinov tariqasida yo’lga qo’yilgan bu loyihadan maqsad huquq-tartibot xodimlari fuqarolarga nisbatan ortiqcha kuch ishlatishining oldini olish.
