Obamaning terrorchilarni yo'q qilish uslublari tanqid ostida

Prezident Barak Obama AQShning aksilterror operatsiyalari, shu jumladan, terrorchilikda ayblanayotganlarni jismonan yo’q qilishga oid bahsli siyosatini yaqinda Kongress va Amerika xalqiga taqdim etishini ma’lum qildi. Ammo bu Obama tanqidchilarini tinchlantirishga kamlik qilmoqda. 

Obama terrorizmga qarshi kurash haqida gapirar ekan, bu borada qo’llanilayotgan usullar, xususan, uzoqdan turib boshqariladigan uchuvchisiz samolyotlardan foydalanish masalasini ehtiyotkorlik bilan tilga oldi.

Prezident nutqida uchuvchisiz samolyotlarni o’z nomi bilan atamay, balki ularni “turli uslublar” deyish bilan kifoyalandi. Gap shundaki, ko’pchilik, shu jumladan, bir qator Kongress a’zolari uchuvchisiz qiruvchi samolyotlarning ishlatilishiga qarshilik bildirib keladi. Obama ularga o’z qarashini shunday tushuntiradi:

“Bizning demokratik tizim shundayki, men “to’g’ri yo’l tutyapmiz” desam ham, qarorlarim savol ostiga qo’yiladi. Shuning uchun kelasi oylarda men Kongress a’zolari bilan birgalikda terrorchilarni izlash, qo’lga tushirish va jazolash yo’lida olib borayotgan harakatlarimiz qonunga xilof emasligini ko’rsatish niyatidaman. Ayni vaqtda bu ishlarimizdan Amerika xalqi va butun dunyo ham boxabar bo’lishi kerak”, - dedi u.
  
Obamaning aytishicha, aksilterror amaliyotlar uchun “har doim qonuniy va siyosiy asos” kerak.

Qonuniy asos haqdagi masala yaqinda Adliya vazirligining ichki hujjati jamoatchilikka oshkor bo’lganidan keyin ko’tarildi. Hujjatga ko’ra, “al-Qoida” yoki unga aloqador tashkilot saflarida xizmat qilayotgan amerikaliklar AQSh xavfsizligi uchun jiddiy tahdid deb topilsa, ularni o’ldirish haqidagi buyruqni AQSh hukumatining yuqori martabali rasmiysi qabul qila oladi.

Kapitoliy bu hujjatni keskin tanqid qildi. Qonunchilar, shu jumladan, Senatning Razvedka qo’mitasi raisi Dayan Finsteyn Oq uydan kim bunday buyruqlar berganini oshkor etishni talab qildi.

Inson huquqlari tashkilotlari ham Obama ma’muriyatidan oshkoralikni so’ramoqda.

“Xalqaro Amnistiya” inson huquqlari tashkilotining AQSh bo’yicha rahbarlaridan biri Zeke Jonson Obama o’zining xalqqa murojaatida bu talablardan ko’z yumganini aytadi.
  
“U qiruvchi samolyotlardan foydalanish, terrorchilikda ayblanayotganlarni hibsga olish va qiynoqqa solish masalalarida AQSh hukumati xalqaro inson huquqlari borasidagi majburiyatlarini buzmasligi haqida va’da berishi kerak edi. Xalqaro huquqqa ko’ra, AQSh hukumatining aniq majburiyatlari bor va prezident ularga rioya qilishi kerak”, - deydi huquq faoli.

Oq uy esa Kongress bilan huquqiy asos yuzasidan muloqotni davom ettirishini bildirdi.
  
Amerika fuqarolar erkinliklari ittifoqining Milliy xavfsizlik loyihasi direktori Xina Shamsiy 2001-yil 11-sentabrdan keyin qabul qilingan terrorchilar haqdagi qonunni tanqid qiladi.

“Juda mavhum iboralar bor. Hukumat ularni istaganicha talqin qilishi va Afg’onistondan uzoqda bo’lgan qurolli mojaroda nishonlarni yo’q qilish uchun qo’llashi mumkin. Men aytayotgan “Harbiy kuchlardan foydalanish haqidagi ruxsatnoma” hukumat harakatlarini oqlamaydi”, - deydi u.
 
Kongress Oq uydan maxfiy hujjatlarni qonunchilarga oshkor etishni talab qilar ekan, Senatning Razvedka qo’mitasi Markaziy razvedka boshqarmasi boshlig’i etib Jon Brennanni tayinlash haqdagi Obama taklifini hali tasdiqlaganicha yo’q. 
Brennan qo’mita oldidagi chiqishida uchuvchisiz samolyotlar yordamida o’ldirish “eng so’nggi chora” sifatida va faqat odamlar hayotini saqlab qolish uchun qo’llanilishini aytgan edi. U uchuvchisiz samolyotlardan foydalanish jarayoni Amerika xalqi va butun dunyo ahli uchun ochiq va oshkoro bo’lishi kerak deydi.

AQShda uch o’zbek “Islomiy davlat” terror guruhini quvvatlaganlikda ayblanib, hibsga olingan. Ikkisi O’zbekistondan, biri Qozog’istondan. Ular “Islomiy davlat” safiga qo’shila olmasa, Amerikada qonli xurujlar qilish niyatida bo'lgan va buni isbotlovchi dalillar yetarli, deydi federal agentlar.
