Faollar: O’zbekiston oldida Germaniyaning tili qisiq

Germaniyaning O’zbekistondagi yangi elchisi Aristid Fenster Toshkentda ishonch yorlig’ini topshirgan. Tashqi ishlar vazirligida o’tgan qabul marosimida hamkorlikni rivojlantirish, ikki tomonlama aloqalarga doir boshqa masalalar muhokama qilingan.



Bu orada, inson huquqlariga oid vaziyat bilan tanishish uchun O’zbekistonga borishni rejalagan bir guruh nemis deputatlariga viza berilmagan. Nemis qonunchilari rasmiy Toshkentni muloqotga yon bermayotganlikda, Germaniya hukumatini esa Toshkentga nisbatan yumshoq siyosat olib borayotganlikda  ayblamoqda.

O’zbekiston Tashqi ishlar vazirligida elchi bilan o’tgan muloqotda viza mojarosi muhokama qilinganmi-yo’qmi, noma’lum. Vazirlik ishonch yorlig’i topshirilgani, hamkorlik istiqbollari haqidagi qisqa xabar bilan kifoyalanadi.

Germaniya tomoni ham bu uchrashuv tafsilotlariga to’xtalmagan.

O’zbekistonga kirishiga ruxsat berilmagan muxolifatdagi nemis deputatlari esa nafaqat rasmiy Toshkentni, balki Germaniya hukumatini ham tanqid ostiga olishmoqda.

Ularning bayonotida rasmiy Berlin Toshkentga nisbatan bosim o’tkazishga, o’z pozitsiyasini qat’iy bildirishga chaqiriladi.

Germaniya O’zbekistonning Yevropa Ittifoqidagi asosiy hamkoridir. Rasmiy Toshkentning nemis deputatlariga nisbatan munosabati esa hamorlik cheklangani haqida tasavvur beradi.

“Islom Karimov har qanday vaziyatda, hatto deputatlarga qo’rslik qilinganda ham buning aloqalarga ta’sir qilmasligiga ishonadi. Germaniyaning O’zbekistondagi harbiy bazasi buning kafolati. Afg’onistondagi urush, Termizdagi harbiy baza muhimligi Germaniyaning O’zbekistonga nisbatan siyosatida biror keskin o’zgarish kutilmasligidan darak beradi”, - deydi Germaniya-O’zbekiston forumi rahbari Umida Niyozova.

Unga ko’ra, Islom Karimov ma’muriyati vizaga topshirgan deputatlarning hukmron partiyadan emasligini ham inobatga olgan bo’lishi mumkin.

“Shunday bo’lgan taqdirda ham bu katta xatolik. Germaniya - bu parlament respublikasi. Deputatlarning jamoatchilikdagi o’rni juda baland, qolaversa Germaniyada saylovlar kutilayapti. Boshqaruvdagi partiya esa aynan bugungi muxolifat hisobiga tuzilishi ehtimoli yaqin. Shunday bo’lgan taqdirda bu keyingi aloqalarga jiddiy ta’sir ko’rsatishi mumkin ”, - deydi Niyozova. 

O’zbekistonga borolmagan Bundestag deputatlaridan biri Angelika Graf tarqatgan bayonotda aytilishicha, paxta terimi boshlangan, minglab bolalar noinsoniy sharoitda ishlatilayotgan bir paytda mamlakatga kirishga ruxsat bermaslik O’zbekistondagi inson huquqlariga oid ayanchli vaziyatdan darak beradi.

Qonunchilarni O’zbekiston birinchi bor bunday taqiq qo’ymayotgani, avval ham inson huququlariga oid vaziyatni o’rganmoqchi bo’lgan delegatsiya rad javobini olgani tashvishlantiradi.

“Deputatlar O’zbekistonga borishganda mahalliy huquq himoyachilari bilan uchrashishardi, mamlakatdagi vaziyat bilan bevosita tanishishardi. Toshkentdagi elchixona bilan bu haqda gaplashishardi, safar natijasida yig’gan ma’lumotlarini esa albatta Germaniya parlamentida ko’tarishardi. O’zbekiston esa yopiq qolishni istaydi, ma’lumot yo’qmi, demak muammo ham yo’q qabilasida ish ko’rilmoqda”, - deydi Niyozova.

O’zbekiston bilan aloqalarga Germaniya hukumati va muxolifatining munosabati farqli.

Birmuncha avval muxolifat talabi bilan hukumat O’zbekiston bilan aloqalarga doir hisobot chiqargan edi. Unda O’zbekiston Germaniyaning mintaqadagi muhim hamkori ekanligi, aloqalar turli sohalarda, jumladan inson huquqlari masalasida ham davom etayotgani ta’kidlanadi.

AQShda uch o’zbek “Islomiy davlat” terror guruhini quvvatlaganlikda ayblanib, hibsga olingan. Ikkisi O’zbekistondan, biri Qozog’istondan. Ular “Islomiy davlat” safiga qo’shila olmasa, Amerikada qonli xurujlar qilish niyatida bo'lgan va buni isbotlovchi dalillar yetarli, deydi federal agentlar.
