O’zbekiston Qirg’iziston bilan chegara punktini yopgan

Ikki kundirki,  O’zbekiston Qirg’iziston bilan chegaradagi “Do’stlik” punktini yopgan. Ayni paytda bu joy o’z vataniga qaytayotganlar va tranzit yo’lovchilar uchun ochiq. O’sh va Andijon o’rtasidagi bu muhim punk yopilishidan mahalliy aholi jabr ko’rmoqda.


O’sh yaqinidagi “Do’stlik” xalqaro o’tkazish punktining yopilishi Qirg’iziston va O’zbekiston fuqarolari orasidagi bordi-keldi, shuningdek, tovar almashinuv jarayonini to’xtatib qo’ygan.

So’x anklavi atrofidagi mahalliy aholiga xizmat ko’rsatuvchi o’tkazish punktlarini hisobga olmagan, “Do’stlik” qirg’iz-o’zbek chegarasida faoliyat ko’rsatayotgan yagona o’tkazish maskani edi.

Jalol-Oboddagi “Spavedlivost”, ya’ni Adolat deb nomlangan inson huquqlari tashkiloti yetakchi mutaxassisi Abdumalik Sharipovning aytishicha, ikki mamlakat chegarasi xususida tushunmovchiliklar anchadan buyon davom etib kelmoqda. Bu hol aholini albatta bezovta qiladi.

“Qarindoshchilik rishtalariga putur yetmoqda, chegara bo’yi savdosiga ham. Chegara masalalarini siyosiylashtirilb yuborilishi odamni o’ylantiradi. Aylanib kelib, kasr-ziyoni oddiy xalqqa tegyapti”, - deydi Abdumalik Sharipov.  

Aytish joizki, qirg’iz-o’zbek chegarasida to’qqiz o’tkazish punkti mavjud bo’lib, ularning aksariyati O’zbekiston tashabbusi bilan yopilgan.

Kuzatuvchilarning aytishicha, bunga Qirg’izistondagi 2010-yilgi voqealar, o’lkadagi surunkali beqarorlik sabab bo’lgan. “Do’stlik” punkti uzoq muzokaralardan so’ng 2011-yil oxirida faoliyatini davom ettirgan.

Qirg’iziston Ichki ishlar vaziri Shamil Ataxanov “Do’stlik” punktining bu safargi yopilishini Qirg’iziston tomonidan So’x anklavi atrofidagi yetti o’tkazish punkti yopilishiga javob, deb baholagan.  

“Xalqaro tolerantlik uchun” jamoatchilik jamg’armasining Botken idorasi boshlig’i Robert Abazbekovning aytishicha, qirg’iz tarafi So’x atrofidagi chegaradan o’tish punktlari ochilishini o’zbek tomoni yetkazilgan ziyonni qoplashi, va qator boshqa shartlar bilan bog’lamoqda.

Suhbatdoshga ko’ra, chegarani yopish usuli jiddiy tadbirlardan bo’lib, unga qay bir ma’noda muzokara jarayonini tezlatish chorasi, deb qarash mumkin.

Ayni paytda tomonlarning bir-biriga nisbatan cheklov usullari qo’llashi vaziyatni chigallashtirishi ham mumkin, deydi ayrim kuzatuvchilar.

Aksar suhbatdoshlarning aytishicha, chegaradagi vaziyatni yumshatish, azaliy aloqalarni tiklash uchun qator tadbirlar lozim. Birinchi navbatda chegara chizig’ini aniqlash va xatlash jarayonini oxiriga yetkazish talab qilinadi.

Jalol-Oboddagi nodavlat tashkilot xodimi Abdumalik Sharipovga ko’ra, tomonlar chegarada o’rin olayotgan ziddiyatlarni qizishmay, ishchanlik ruhida hal qilishi darkor. Janjalli vaziyat bo’lsa ikki tomonlama komissiya tuzib, o’rganib xulosa chiqarish kerak.

“Aybdor shaxslar bo’lsa o’z jazosini olishi zarur. Qolaversa, anchadan beri o’rin olib kelayotgan chegarani aniqlash, oqin suvdan foydalanish kabi masalalarni yechish talab qilinadi”, - deydi u.

“Xalqaro tolerantlik uchun” jamg’armasi vakili Robert Avazbekov fikricha, tomonlar albatta muzokaralarga boradi.

“Ish olib borayotgan komissiyalar o’z tavsiyalarini beradi. Chegarani ko’p muddat hech kim yopib tura olmaydi, chunki qo’shni mamlakatlar bir-biri bilan yaxshi munosabatda bo’lishi kerak. Xohlaymizmi, xohlamaymizmi, resurslar, hududlar, odamlar orasidagi aloqalar yuzasidan bir-birimizga bog’liqmiz”, - deydi suhbatdosh.

Abazbekov fikricha, chegaradagi vaziyat faqatgina delimitatsiya va demarkatsiya jarayoniga bog’liq emas. Qolaversa, bir tomon ikkinchi tomon ishtirokisiz bu ishlarni yakunlay olmaydi.

Oddiy odamlar esa chegara masalalari tezroq hal etilishi, bordi-keldi oson bo’lishini orzu qiladi.

AQShda uch o’zbek “Islomiy davlat” terror guruhini quvvatlaganlikda ayblanib, hibsga olingan. Ikkisi O’zbekistondan, biri Qozog’istondan. Ular “Islomiy davlat” safiga qo’shila olmasa, Amerikada qonli xurujlar qilish niyatida bo'lgan va buni isbotlovchi dalillar yetarli, deydi federal agentlar.
