Dehqonlar: O’zbekistonda fermerlar siyosiy kuchga aylanishi kerak

Ko'plab fuqarolar nazarida O’zbekistonda fermerlar mustaqil siyosiy kuch sifatida shakllanmas ekan, dehqon manfaati toptalishda davom etaveradi.


Prezident Islom Karimov yaqinda fermerlar uyushmasini kengashga aylantirish to’g’risida farmon imzoladi. Maqsad, deydi rasmiylar, dehqon manfaati va huquqi himoyasini kuchaytirish.

Lekin dehqonlar deydiki, hukumat tashabbusi ularga erkinlik berish emas, balki nazoratni kuchaytirishga xizmat qilishi mumkin.

O’zbekiston qishloq xo’jaligi asosini tashkil etuvchi fermer xo’jaliklari rasman mustaqil hisoblansa-da, amalda hokimiyatlar boshqaruvida va keskin nazorat qilinadi.

Ro’yxatga olingan qariyb 70 ming xo’jalik yagona uyushma atrofida birlashgan edi.

Karimov fermerlikni tashkil qilishni yanada takomillashtirish va rivojlantirish chora-tadbirlari borasida imzolagan farmonga ko’ra, uyushma tugatilib, o’rnida kengash tuziladi.

Fermerlar ta'biricha, bugun ularning manfaatini hukumat tuzgan tashkilot emas, dehqonlarning o’zi birlashib himoya qilishi kerak.

“Fermerlar alohida siyosiy kuch bo’lib chiqishi kerak. “O’zing uchun o’l yetim” degan gap bor. Shunday ekan faqat fermerlarning o’zi harakat qilishi kerak”, - deydi dehqon Sami Abdurasulov.

Prezident farmonida ham fermerlar siyosiy-ijtimoiy kuchga aylanayotgani e’tirof etiladi.

Uyushmani kengashga aylantirish ortidagi sabablar ham shular: dehqonlarning imkoniyatidan kengroq foydalanish, mustaqilligini ta’minlash, qishloq xo’jalgini rivojlantirish, aholi farovonligini oshirishda fermerlar mas’uliyatini oshirish.

Fermer xo’jaliklari tashkil etilganidan buyon hokimiyat tomonidan boshqarib kelinadi. Hukumat tuzgan uyushma hozirgacha dehqon manfaati uchun biror ish qilmadi, kengashdan ham buni kutish qiyin, deydi suhbatdosh.

“Bu yerda faqat so’z o’yini ketayotganga o’xshaydi. Uyushma ham, kengash ham aslida fermerlarni birlashishni nazarda tutadi. Lekin uyushma yurmagan joyda, qanday qilib kengash yuradi? Bu masalaning qonuniy tomonlariga e’tibor qaratish kerak. Masalan, kengah rahbari qanday tanlanadi, qanaqa qonuniy asoslarga tayaniladi? Bu savollarga javob topilmas ekan, bu kengashdan ham natija kutish qiyin. Aksincha, hozir arang o’zini ushlab turgan fermerlarni sindirishga xizmat qilishi mumkin, chunki u yerga saylangan rahbarning ahamiyati oshadi. Hokimliklarga istagan fermerni sindirish imkoniyatini yaratib beradi”, - deydi Sami Abdurasulov.

Mamlakatda dehqonlarni siyosiy kuchga birlashtirish ehtiyoji allaqachon shakllangan.

“Bu davlatga zarar qilmaydi, aksincha, agrar xo’jalik rivoji aholi boyishi uchun katta foyda keltiradi. Buni siyosiy doiradagilar ham yaxshi tushunadi, faqat bizda fermerlarning kuchga to’lishini xohlashmaydi. Bundan qo’rqishadi, xuddi boshqa muqobil siyosiy kuchlar shakllanishini ham istashmagandek”, - deydi Abdurasulov.

O’zbekistonda to’rt rasmiy partiya mavjud. Biroq ular mustaqil emas, hukumat tashabbusida tuzilgan.

O’z siyosiy faoliyatida fermerlar manfaatiga tayanishini bildirgan muxolif “Ozod dehqonlar” partiyasi esa keskin tazyiq ostida. Mamlakatda ish yuritmaydi hisob.

Faollar deydiki, Karimovning yangi farmoni mustaqil siyosiy kuchga aylanishi mumkin bo’lgan bu qatlam ustidan nazoratni mustahkamlashni nazarda tutadi, fermerlarga erkinlik berishni emas.
