Senatning 5-dekabr kuni o'tgan yalpi majlisida yangragan bayonotlarga ko'ra, inson huquqlari va uning manfaatlari oliy qadriyatdir. Demokratik, ijtimoiy-siyosiy va iqtisodiy islohotlar jadal ketmoqda, deydi senatorlar. Davlat insonparvar ekanining yorqin namunasi, deydi ular, yana bir amnistiya.

6-dekabrdan kuchga kirgan qarorga binoan jazoga hukm qilingan ayollar, jinoyat sodir etgan vaqtda 18 yoshga to‘lmagan shaxslar, 60 yoshdan oshgan erkaklar, chet davlatlarning fuqarolari ozod qilinadi. Aynan qancha odam taqdiri haqida gap ketayotgani ma'lum emas.

"Nazarda tutilgan cheklashlarni hisobga olgan holda",- deyiladi Senat tasdiqlagan qarorda.

Har yili 8-dekabr, Konstitutsiya kuni oldidan amnistiya to‘g‘risida qaror qabul qilinadi.

"... Jazodan ozod qilinayotgan shaxslarning ijtimoiy moslashuvi va himoyasiga qaratilgan kompleks chora-tadbirlarni ro‘yobga chiqarish, ular to‘liq hisobga olinishi va ishga joylashtirilishini ta’minlashga, yolg‘iz, yordamga muhtoj shaxslarni nogironlar va qariyalar uylariga joylashtirishga, voyaga yetmaganlarni ota-onalar, homiylik va vasiylik organlari nazoratiga topshirish, zarur hollarda ularni tegishli ta’lim muassasalariga yuborishga qaratilgan kompleks tadbirlarni amalga oshirish ham nazarda tutilmoqda",- deya qayd etiladi rasmiy ma'lumotda.

Kuni kecha to'qqiz tashkilot, inson huquqlari himoyasi bilan shug'ullanadigan muassasalar, O'zbekiston hukumatini siyosiy mahbuslarga erkinlik berishga chaqirgan edi.

Ular nazarida respublika qamoqxonalarda o'tirgan muxolifatchilar, jurnalistlar va huquqbonlarning yagona aybi siyosiy-ijtimoiy erkinlik talab qilgani va rahbariyatni tanqid qilgani.

Bu esa fuqarolarning uzviy huquqidir, deya ta'kidlanadi AQShda asoslangan "Human Rights Watch" va Jurnalistlarni himoya qiluvchi xalqaro qo'mita tashabbusi bilan chiqarilgan bayonotda.

O'zbekiston rahbari Islom Karimov haqiqatdan ham demokratiya va isholotlar tarafdori bo'lsa, siyosiy sabablar bilan panjara ortiga tashlangan begunoh insonlarga erkinlik bersin, deydi faollar. Toshkentdan bu chaqiriqlarga javob yo'q.
