O'zbekiston 1-sinfdan ingliz tili ta'limini boshlashga tayyormi?

O’zbekiston prezidentining 10-dekabr kuni qabul qilingan qaroriga binoan, 2013-o’quv yilidan boshlab maktablarda ingliz tilini o’rgatish 1-sinfdan boshlanadi. Mamlakat ta’lim tizimidagi bu o’zgarishga maktablar tayyormi? Bu yangilik xorijiy til o’qituvchilari va oddiy aholi uchun qanday ahamiyatga ega?

“Chet tillarni o'rganish tizimini yanada takomillashtirish chora-tadbirlari to'g'risida”gi qarorga ko’ra, keyingi o'quv yilidan oliy o’quv yurtlaridagi ayrim maxsus kurslar ham to’liq chet tilida o’qitilishi ko’zda tutilgan.
 
Qarorda o’quvchilarni chet tillari bo’yicha yangi darsliklar bilan ta’minlash, kerakli o’quv qo’llanmalari va dasturlar yaratish masalalariga ham e’tibor qaratilgan. Buning uchun O'zbekiston Moliya vazirligi huzuridagi maqsadli kitob jamg'armasining aylanma mablag'laridan foydalaniadi.
 
Chet tili o’qituvchilari uchun maoshlarni oshirish, matbuot va televideniyeda xorijiy tillarni o’rganishga bag’ishlangan maxsus darslar tashkil etish, audio va video filmlarni efirga uzatish hujjatda sanab o’tilgan chora-tadbirlardan. Yetarli darajada chet tili o’qituvchilariga ega bo’lmagan olis qishloq hududlari uchun mahalliy hokimiyat vakillari tavsiya qilgan nomzodlarni universitetlarga imtiyozli ravishda qabul qilish ham qarorda qayd etilgan. Bunday mutaxassislar o’qishni bitirgandan so’ng kamida besh yil o’zlari yashaydigan hududdagi maktablarda ishlab berishi lozim.
 
Qaror boshida, “asosan, ingliz tilini o’rganish” degan alohida jumla ishlatilganini hisobga olsak, gap, asosan, ingliz tilini o’qitish haqida ketayotganini anglash qiyin emas. Mamlakat ta’lim tizimi yangi o’zgarishlarni joriy qilishga tayyormi? Chet tili muallimlarining qarorga munosabati qanday?
 
O’zbekiston ingliz tili o’qituvchilari assotsiatsiyasi a’zosi, Navoiy pedagogika instituti o’qituvchisi Sanobar Xo’janazarova uchun ingliz tili darslarini 1-sinfdan boshlash tabiiy jarayon. Aholi orasida bolalarni ingliz tili darslariga erta berish urf bo’lyapti, shuning uchun mashg’ulotlarni 1-sinfdan emas, balki bog’cha yoshidan boshlash kerak, deydi u.
 
“Hozir bolajonlarimizning ham, yoshlarning ham til o’rganishga qiziqishi kundan kunga oshib boryapti, - deydi ingliz tili o’qituvchisi. – Bog’chadan boshlab, to’rt yoshdan, uch yoshdan boshlab, bolada til o’rganishga qiziqish uyg’onadi. Bog’cha yoshidagi bolalar uchun, agar o’zbek guruhi bo’lsa rus va ingliz tillarida, rus guruhi bo’lsa, o’zbek va ingliz tillarida mashg’ulotlar o’tkazib borilsa, bolalar olti yoshga yetganda, 1-sinfga borganda, o’sha darslar uchun tayyor bo’ladi. Buni o’z farzandlarim misolidan bilaman”.
 
O’zbekistonda ingliz tilini o’qitish metodikasi va dasturlarini ishlab chiqishda va qo’llanmalar yaratishda AQSh, Angliyadan mutaxassislar Ta’lim vazirligiga yaqindan ko’mak beradi. Masalan, AQSh Markaziy Osiyo davlatlari uchun “Hududiy ingliz tili markazi” (Regional English Language Office) tashkil etgan. Idora regiondagi ingliz tili o’qituvchilari malakasini oshirish uchun muntazam ravishda turli treyning va seminarlar tashkil etadi. Shuningdek, Angliyaning Toshkentda joylashgan “Britaniya Kengashi” idorasi ham talabalar va muallimlar uchun maxsus dasturlar ishlab chiqqan. Yangi qaror ijrosini ta’minlashda bu tashkilotlar bizga yordam beryapti, deydi Sanobar Xo’janazarova.
 
“Yaqinda biz “British Council” o’tkazgan konferensiyada bo’lib qaytdik. O’sha yerda bog’cha, maktab, kollej, litsey va universitetlarni bir-biri bilan uzviy bog’liq tizimga o’tkazish haqida gap ketdi. O’quv qurollari, metodika va pedagogikani shunga moslash haqida ko’rsatmalar berildi”, - deydi o’qituvchi.
 
Sanobar Xo’janazarovaning aytishicha, qarorning samarali ijrosi uchun davlat tomonidan umumiy dastur va darsliklarning yaratilishi kifoya emas. Har bir o’qituvchi o’z ustida ishlab, berilgan dastur asosida o’z o’quv qurollarini yaratishi kerak.
 
“O’qituvchi faqat darslik bilangina cheklanib qolmasligi kerak. Dastur bo’yicha o’z o’quv qurollarini yaratishi kerak. Masalan, men guruhimning darajasiga qarab, bolaga nima kerak, unga nima bera olaman, shunga qarab, kerakli narsani televizordan bo’lsa ham, radiodan bo’lsa ham, jurnaldan yoki oddiy gazetadan bo’lsa ham, topib bolaga yetkazishni xohlayman. O’qituvchi bo’lib yetishadigan talabalar ham shu narsani o’rganib, kelajakda o’qitishga tayyor bo’lib boradi. Chunki biz pedagog tayyorlaymiz ”, - deydi muallim.
 
Hozir chet tili muallimlarini tayyorlashga ixtisoslashgan barcha pedagogika oliygohlarida yangi qaror ijrosi yuzasidan maxsus tajriba guruhlari ochilgan.
 
“Tillar institutlaridagi tajriba-sinov guruhlaridan hozir 4-kurslar bitirib chiqyapti. Ular o’sha yangi dastur bo’yicha bitirib chiqyapti. Mana shu talabalar hamma narsaga tayyor. Chunki ular sinov guruhlarida o’qish, yozish, eshitish va grammatikani elementar narsalardan boshlab o’rganishdi. Ularning metodikasi ham yangi dasturga mos. Tajriba guruhlariga dars beradigan o’qituvchilar ham alohida “British Council” treyninglariga borib o’qib kelyapti”, - deydi u.
 
Hozir maktablarda dars berayotgan o’qituvchilarning malakasi qay darajada? Ular yangi dastur bo’yicha 1-sinf o’quvchilariga dars berish uchun tayyormi?

“Malaka oshirish institutlarimiz bor, - deydi muallima. - Hozir maktab, kollej, litsey va universitet o’qituvchilariga bir xil talab qo’yilyapti. Ya’ni maktab o’qituvchisi bog’cha bolasiga ham, universitet talabasiga ham dars bera olishi kerak. Chunki til o’rgatish bir xil bo’lishi kerak, degan ko’rsatma bor”.
 
Keyingi yildan boshlab nafaqat o’qituvchlar malakasi, balki ular sonining kamligi ham muammoga aylanishi mumkin. Chunki respublika bo’yicha barcha maktablarda chet tilini 1-sinfdan boshlab o’qitish uchun o’qituvchilar yetarli emas. Qarorda buning chorasi tilga olingan. Ammo oliy ma’lumotli chet tili o’qituvchilarini tarbiyalash 1-2 yilda bitadigan ish emas.
