Jahon iqtisodiyoti ildamlayotgani yo’q

Global iqtisod hamon zaif, deydi Jahon banki mutaxassislari. Rivojlangan mamlakatlarda jiddiy o’sish kuzatilmayapti. Kelajak ham mavhum. Shunday ekan, rivojlanayotgan jamiyatlar boy davlatlardan yordam kutmay, iqtisodini yaxshilash uchun choralar ko’raversin, deya tavsiya qiladi ekspertlar.


Jahon banki prezidenti Jim Yon Kim fikricha, ahvolning tezda yaxshilanishi va jiddiy iqtisodiy o’sish kutib bo’lmaydi.

Bank tahlilchisi Allen Dennis 2012-yilda global o’sish bor-yo’g’i 2,3 foizni tashkil etganini aytadi.

“2013-yilda ham o’sish katta bo’lmaydi – 2,4 foiz atrofida. Iqtisodiy ahvol barqarorlashganicha yo’q. Asosiy sabab shuki, bir nechta yirik badavlat mamlakat hamon iqtisodiy qiyinchiliklar bilan kurashishda davom etyapti”.

AQSh va Yevropa davlatlarining iqtisodiy qarorlari butun dunyoga ta’sir qiladi. Qarz va xarajatlar hamda yangi inqiroz bo’lish-bo’lmasligi yuzasidan bahslar davom etmoqda.  

“Global iqtisod uchun eng jiddiy muammo – yevrozonadagi ahvol. Yevropa Ittifoqi zarur va muhim bo’lgan moliyaviy masalalarni hal eta oladimi?” - deydi mutaxassis.
  
AQShda “qarz shifti”ni ko’tarish masalasi muhokamalarini ham butun dunyo diqqat bilan kuzatmoqda. Qabul qilinajak qaror nafaqat dunyoning eng yirik iqtisodi AQSh, balki rivojlanayotgan davlatlar kelajagini ham belgilaydi, deydi Dennis.
 
“AQShda rahbarlar bir to’xtamga keladi, degan umiddamiz. Biz kelajakka nazar tashlaganimizda, Amerikada jiddiy salbiy o’zgarishlar bo’lishini bashorat qilmaymiz. Masala bir kunda uzil-kesil hal qilinmaydi".

So’nggi to’rt yil davomida ayrim rivojlanayotgan mamlakatlar, xususan Afrika davlatlarida iqtisodiy o’sish kuzatildi, ular global inqirozdan jiddiy zarar ko’rmadi. Bunga sabab hukumatlar olib borgan moliyaviy siyosat, deya tushuntiradi Jahon banki mutaxassislari.

Biroq bunday siyosat uzoq kelajakni ko’zlamagan, qisqa muddatli muammolarni hal etishga qaratilgan. Iqtisodiy tizim barqaror bo’lsin desa, bu hukumatlar global miqyosda o’zining iqtisodiy raqobatbardoshligini oshirsin, deydi tahlilchi Allen Dennis. 

​“Tub o’zgarishlar zarur, ya’ni ta’lim tizimiga sarmoya ajratish, fuqarolar daromadlarini ta’minlash kerak. Bu davlatlar o’zaro, ya’ni rivojlanayotgan mamlakatlar orasidagi savdo-sotiqni rivojlantirsin, sarmoyalar kiritsin. Badavlat mamlakatlar bilan ham bu sohalardagi hamkorlikni chuqurlashtirsin”.
 
Rivojlanayotgan mamlakatlarda iqtisodiy o’sish kuzatilayotgan bo’lsa-da, rivojlangan davlatlar sarmoyasi cheklangani va sanoat sust ekani ularga salbiy ta’sir qilmoqda.
