"Ozodlik uyi": AQSh umidsizlanmay Markaziy Osiyoda matbuot erkinligini targ'ib qilaversin

Vashingtonda asoslangan va dunyo bo’ylab erkinlikni targ’ib qiluvchi “Freedom House” – “Ozodlik uyi” tashkiloti matbuot ahvoli bo’yicha bu yilgi tahlilnomasida Markaziy Osiyoni ommaviy axborot vositalari va jurnalistika eng ezilgan mintaqalardan biri deb ta’riflaydi. Tashkilot har yilgi hisobotida mamlakatlarni keskin tanqid qiladi.

Xo’sh, bu bilan hukumatlarning yondashuvi va siyosati qanchalik o’zgarmoqda? Bu tahlilnomalarning ta’sir kuchi bormi?

"Tashkilotimiz qator loyihalarni amalga oshirib keladi va bu tahlilnoma ulardan biri. Jurnalistlar bilan ishlaymiz va ishlashga harakat qilamiz. Ularga o’z kasblarini sidqidildan bajara olishida yordamlashamiz, huquq va burchlari haqida o’rgatamiz va oldilaridagi to’siqlarni yengib o’tishda ko’maklashamiz. Oson emas, albatta, lekin harakat qilaverish kerak. Tahlilnomamiz jurnalistlar uchun real vaziyat qanday ekani haqida nafaqat mahalliy aholiga, balki dunyoga ma’lumot beradi. Ogohlik, informatsiya esa hamisha foyda keltiradi”.

“AQSh matbuot va so’z erkinligi poymol etilayotganiga qarab turmasligi kerak. Huquqbuzarlik hollarini ochiq va qa’tiyat bilan qoralashi kerak. Huquq faollari hibsga olinganida, repressiv qonunlar qabul qilinganida Vashington jim turmasligi kerak".

AQShdagi nufuzli tahlil markazlaridan biri Xalqaro tinchlik bo’yicha Karnegi jamg’armasi o’zining bu yil boshida nashr etilgan tavsiyanomasida Amerika hukumatini Markaziy Osiyoda erkinlik va demokratiya targ’ibotini asosiy maqsad deb belgilmaslikka undaydi.

Huquq masalasini yuqori pog’onaga chiqarib shu paytgacha biror konkret natijaga erishganimiz yo’q, deya yozadi sobiq rasmiylar. Ular nazarida e’tiborni iqtisodiy va ijtimoiy taraqqiyotga qaratish kerak. Siyosiy hamkorlikni mustahkamlashda tuzumlar bilan, ayniqsa yosh avlod bilan yaqindan ishlash kerak. Erkin jamiyatni odamlar o’zi xohlab qurishi kerak, Amerika bosimidan samara bo’lmaydi, deya bayon etadi uzoq vaqt AQSh hukumatida yuqori lavozimlarda ishlagan arboblar.

“Bizning nazarimizda erkinlikni qancha targ’ib qilsak, shuncha yaxshi. O’zbekiston va Turkmanistonda vaziyat juda og’ir. Biz uchun u yerda ishlash oson emas. Lekin ko’makka muhtoj tomonlarga yordamni ayamaymiz”,- deya javob qiladi Repuchchi xonim.

Amerika matbuot va axborot erkinligini targ’ib qilishda qanday kuch va vositalarga ega? Chaqiriq va bosimning o’zi yetadimi? O’zbekiston va Qozog’istondagi chorak asrlik rahbarlar bunday tanqidlarga o’rganib ketishgan.

    Navbahor Imamova "Amerika Manzaralari" turkumidagi ilk teledasturlar muallifi. TV, radio va onlayn diktor, prodyuser, muxbir va muharrir. "Amerika Ovozi"da 2002-yildan beri ishlaydi. Ommaviy axborot vositalari bo'yicha bakalavrlikni Hindistonning Maysur Universitetidan (University of Mysore), magistrlikni esa AQShning Bol Davlat Universitetidan (Ball State University) olgan. Shuningdek, Garvard Universitetidan (Harvard University) davlat boshqaruvi va liderlik bo'yicha magistrlik diplomiga ega. Toshkent viloyati Bo'stonliq tumani Qo'shqo'rg'on qishlog'ida ziyoli oilasida ulg'aygan.

    Navbahor Imamova is a prominent Uzbek journalist at the Voice of America and a leading Washington-based authority on geopolitics and national development in Central Asia. As anchor, reporter, multimedia editor and producer, she has covered Central Asia and the U.S. for over 15 years on TV, radio and online. During 2016-2017, she was a prestigious Edward S. Mason Fellow in public policy and management, while earning her Mid-Career Masters in Public Administration at Harvard University’s John F. Kennedy School of Government. Imamova played a pivotal role in the launch of Uzbek television programming at VOA in 2003, and has since presented nearly 800 editions of the flagship weekly show, “Amerika Manzaralari,” which covers American foreign policy focusing on Washington’s relations with Central Asia, as well as life and politics in the U.S. She is frequently asked to speak on regional issues in Central Asia, as well as Uzbek politics and society, for policy, academic, and popular audiences, including the U.S. Foreign Service Institute, Princeton University, Columbia University, Johns Hopkins University, Georgetown University, George Washington University, Michigan State University, the University of Wisconsin, Northeastern University, and her alma mater Harvard University. Her essays on the region have been published in journals and edited volumes, including Central Eurasian Studies Review and Demokratizatsiya: The Journal of Post-Soviet Democratization.

    She began her career at the Uzbek state broadcaster. She holds a Bachelor of Arts in journalism and mass communication from Maharaja’s College at the University of Mysore, India and a Master of Arts in journalism from Ball State University.
