Obama huquq bo'yicha bosh rasmiy etib "Human Rights Watch" vakilini tanladi


Tom Malinovski uzoq yillardan beri inson huquqlari bo'yicha "Human Rights Watch" tashkilotining Vashingtondagi bosh vakili

Inson huquqlari va demokratiya targ'iboti uchun mas'ul bosh diplomat lavozimiga, prezident Barak Obama fikricha, xalqaro maydonda tanilgan mutaxassis Tom Malinovski (Malinowski) munosib. 12 yildirki, u "Human Rights Watch" tashkilotining Vashingtondagi bosh vakili.

Senatda yetakchi respublikachi Jon Makkeyn va demokrat Ben Kardin fikricha, prezident "eng to'g'ri odamni" tanlagan. Malinovski erkinlik urug'ini sochishdek buyuk vazifani eplay oladigan, tajribali arbob, deyiladi senatorlar bayonotida.

Kongress tasdig'idan o'tsa, u AQSh Davlat kotibining Demokratiya, inson huquqlari va mehnat masalalari bo'yicha muovini etib tayinlanadi.

Bu kursida shu yilning boshigacha Maykl Posner o'tirgan edi. Posner ushbu lavozim doirasida Markaziy Osiyo davlatlariga ko'p marta safar qilgan, jumladan, O'zbekistonga. Respublika hukumati huquq bilan bog'liq vaziyatni yaxshilash uchun biror ijobiy qadam tashlayotgani yo'q, buning uchun irodasi yetmaydi, deya hisobotlar bergan.

Tom Malinovski ham mintaqa rahbarlarini mutlaq diktaturada ayblaydi va ularni muntazam ravishda tanqid qilib keladi. Huquqbon Kongress bilan kuchli aloqaga ega, har ikki palatadagi har ikki partiya vakillari bilan yaqinda tanish.

2005-yilning may oyidagi fojia ketidan Islom Karimov va uning ma'muriyatini begunoh odamlarni o'qqa tutgani uchun jazolash masalasini olg'a surgan va Kongressni bunga ko'ndirgan odamlardan biri Tom Malinovski bo'lib, bu harakatlar natijasida Toshkent bilan harbiy va noharbiy hamkorlikni cheklovchi sanksiyalar qo'yilgan. Ularning aksariyati hamon amalda, faqat Afg'oniston bo'yicha birga ishlashga majbur Amerika istisno tarzida cheklangan miqdorda xavfsizlik bobida yordam uzatib kelmoqda.

Bill Klinton prezidentlik davrida Malinovski Davlat departamenti va Oq Uyda maslahatchi bo'lib ishlagan. U Kaliforniya va Oksford universitetlari bitiruvchisi.

So'nggi yillarda asosiy e'tibori arab dunyosidagi inqilob va qo'zg'olonlarda bo'lsa-da, Malinovski sobiq Sovet davlatlaridagi ahvol haqida Amerika hukumatini ogohlantirib keladi. "Human Rights Watch" tili bilan aytganda, deyarli barcha mamlakatlarda rahbarlar va tuzumlar huquqni oyoq osti qilishga o'rgangan va buni tan olmaydi.

Malinovski, shuningdek, Amerika hukumatining ham ashaddiy tanqidchisi. Ayniqsa AQShning terrorizmga qarshi kurash siyosati, maxfiy dasturlari, qamoqlar va qiynoqlar, Guantanamodagi mahbuslar - "Human Rights Watch" Tom Malinovskiy boshchiligida bu boradagi qarorlarni qoralab keladi.
