O'sh va Jalol-Obod AQSh yordamidan minnatdor, lekin ko'proq madad kutmoqda


2010 yilning iyun oyidagi qirg'inda O'sh va Jalol-Obodda minglab xonadonlar vayron bo'lgan edi

AQSh diplomatlarining aytishicha, o’tgan yili siyosiy beqarorlik va etnik mojarolarni boshdan kechirgan Qirg’izistonda qayta qurish va barqarorlikni ta’minlash ishlari sekin kechmoqda.

Lekin masala Vashington uchun Markaziy Osiyodagi eng muhim maqsadlardan biri bo’lib qolmoqda.

Davlat departamenti qoshidagi Qayta qurish va stabilizatsiya idorasi rahbari Robert Loftis vaziyat hamon tang ekanini, mojarodan jabr ko’rgan aholi talablari haligacha qondirilmaganini tan oladi.

Robert Loftis Afrikaning eng qaynoq nuqtalarida elchilik qilgan. Sudan va Kongo Demokratik Respublikasidagi etnik mojarolar va Yamandagi mahalliy kelishmovchiliklarni hal etish tashabbuslari ustida ishlagan.

Zaif boshqaruv, nochor iqtisod, korrupsiya va yulg’ichlik – bir-biri bilan chambarchas bog’liq muammolar, deydi u.

“Tinchlik-totuvlik yo’lida berayotgan millionlab dollarlik yordamimiz samara bersin desak, uni aniq dastur asosida yetkazishimiz, markaziy va mahalliy hokimiyat bilan ishlashimiz, nodavlat tashkilotlar bilan hamkorlik qilishimiz kerak”,- deya tushuntiradi rasmiy.

Xo’sh, bugungacha nimaga erishildi?

Robert Loftis bu savolga aniq javob bermaydi, lekin quyidagilarni qayd etadi:

AQSh birinchilardan bo’lib yordamga bordi; ko’mak jabrdiydalarga tezlikdda yetib borishi uchun zarur choralar ko’rdi; 2010 yilning oktabr oyida o’tgan parlament saylovlari demokratik talablarga javob berdi va buni ta’minlash uchun Amerika yaqindan ko’maklashdi, uning adolatli va oshkora o’tishi uchun ter to’kdi.

Iyundagi qirg’inda vayron bo’lgan o’zbek mahallalalari, qolaversa mahalliy infratuzilma asta oyoqqa turmoqda, deydi rasmiy.

"Odamlar AQSh kelib, bir necha oy ichida hayotimizni yaxshilab beradi deb o’ylashgan bo’lsa adashadi", - deydi u.

“Janubda koordinatsion markaz ochib, nafaqat yordam taqsimotini kuzatayapmmiz, balki asl ahvol haqida ham aniq ma’lumotlar yig’ishga muvaffaq bo’layapmiz. Vashingtonda har bir qaror mana shu real vaziyatdan kelib chiqqan holda qabul qilinayapti”, - deydi Robert Loftis.

Qayta qurish va stabilizatsiya idorasi qirg’in ustidan ochilgan xalqaro va milliy tergovlarga aralashmadi.

Nima uchun?

"Bu bizning missiyaga kirmaydi”, - deya javob qiladi diplomat.

Qirg’iziston janubida markaziy hukumatga ishonch past. Yuzlab fuqarolar, asosan o’zbeklar qamoqqa olinib, iyun oyidagi xunrezliklarda ayblanmoqda.

Huquqbuzarlik, zo’ravonlik hollari keng tarqalgan. Mahbuslar qiynoqqa solingani va solinayotgani haqida aniq ma’lumotlar bor.

Amerika Qirg’iziston hukumatini adolatni ta’minlashga undab kelmoqda.

“Barcha masalalar yuzasidan Bishkekka o’z pozitsiyamizni bayon etib kelayapmiz”,- deydi Loftis.

AQSh tasarrufidagi Manas tranzit markazi kelajagi va uning yonilg’i ta’minoti bilan bog’liq tortishuvlar Davlat kotibasi Xillari Klintonning dekabrdagi tashrifi ketidan sal tingandek.

O’shanda bosh diplomat prezident Roza Otunbayevaga “siz bilan maslahatlashib ish ko’ramiz, kerak bo’lsa yonilg’ini Qirg’izistonning o’zi ta’minlaydi” deb aytgan edi.

O’shlik tahlilchi Alisher Hamidov fikricha uning ona shahri va qo’shni Jalol-Obodda ham odamlar Amerika bergan va berayotgan yordamdan minnatdor.

Yangi uy-joylar AQSh ko’magi hisobiga qad ko’tarayotganini aholi biladi, deydi u.

“Mahallalarda Amerikaning qilgan ishlaridan odamlar mamnun. Amerika inson huquqlari buzilayotgani haqida ochiqdan ochiq bayonotlar tarqatmoqda. Masalan huquq faoli Azimjon Asqarov xavfsizligi va uning sud jarayoni bo’yicha faqat Amerika elchixonasi bayon qilmoqda”, - deydi Alisher Hamidov.

“Lekin Amerika bundan ham ko’proq yordam berishi mumkin. Faqat bayonotlar bilan cheklanmay amalda aniq choralar ko’ra oladi. Masalan inson huquqlari buzilmasligi uchun militsiya va huquq-tartibot xodimlarini tayyorlashda o’z hissasini qo’shishi mumkin. Yevropada Xavfsizlik va Hamkorlik Tashkiloti politsiyachilarini kiritish haqida shuncha gapirildi, lekin ular hanuzgacha kirmadi. AQSh ularni olib kirish uchun jiddiy harakat qilishi kerak, aks holda odamlarning ko’ngli yanada o’ksib, unga nisbatan ishonch yo’qoladi. O’zi yo’qolib ham bormoqda”.
