AQSh va HRW Kubatin oqlanganini olqishlab, adolat tomon qadam tashlayverishga undamoqda

AQSh O'zbekiston hukumatini respublika Jinoyat kodeksining 157-moddasi (davlatga xiyonat, josuslik haqida) bo'yicha qamalganlar ishini izchil qayta ko'rib chiqishga chaqirmoqda.

AQSh Davlat kotibining Janubiy va Markaziy Osiyo masalalari bo'yicha muovini Elis Uells (Alice Wells) O'zbekistonda turkshunos olim Andrey Kubatin sudda oqlanib, ozod etilganini olqishlab chiqdi.

Kubatin 2017-yilda Turkiya josusi deya gumon qilinib qamoqqa olingan. Harbiy sud o'shanda Kubatin 11 yilga ozodlikdan mahrum etilsin, deya hukm chiqargan. Toshkent viloyat sudining kechagi hukmiga ko'ra u - aybsiz.

Sud zalidan ozod qilingan Kubatin qamoqdagi hayotining eng og’ir davri Davlat xavfsizlik xizmati (DXX) hibsxonasiga to’g’ri kelganini aytadi.

“Amerika Ovozi” bilan suhbatda Kubatin uni qo’llab-quvvatlagan barchaga minnatdorchilik izhor etdi, turkshunoslikka oid O’zbekistondagi bugungi vaziyat yuzasidan ham o’z mulohazalarini bildirdi.

Nyu-Yorkda asoslangan "Human Rights Watch" (HRW) tashkilotining O'zbekiston bo'yicha bosh mutaxassisi Stiv Sverdlov ham Kubatin ozod etilganini tizimdagi ijobiy o'zgarishlardan darak, deya ta'rifladi.

"Lekin O'zbekiston hukumati Kubatinning 2017-yilning dekabrIda qamoqda qiynoqqa solingani yuzasidan tekshiruv olib borishi kerak. Uni qiynoqqa solganlar qonun oldida javob berishi kerak", - deydi Sverdlov, "Amerika Ovozi" ga masala yuzasidan munosabat bildirar ekan.

"Yana bir narsa juda muhim: O'zbekiston qamoqxonasida Kubatin singari 157-moddaga ko'ra, ya'ni siyosiy motivlar bilan davlatga qarshi xiyonat yoki josuslikda ayblanib qamalganlar ko'p, xususan harbiylar Ravshan Qosimov, Alisher Achildiyev, keksa diplomat Qodir Yusupov va jurnalist Vladimir Kaloshin," deya tilga oladi Sverdlov.

HRW nazarida Davlat Xavfsizlik Xizmati jinoyat kodeksining bu moddasidan foydalanib, odamlarni xiyonat va josuslikda ayblab, qamashni odat qilgan.

Bu mahbuslar qiynoqqa solinadi, ularga advokat berilmaydi, deydi ekspert.

"Bunday holatlar O'zbekistonning adliya tizimiga putur yetkazadi. Masala hukumatning yuqori pog'onalarida jiddiy va chuqur o'rganilishi lozim", - deydi HRW vakili.

Shuningdek, Garvard Universitetidan (Harvard University) davlat boshqaruvi va liderlik bo'yicha magistrlik diplomiga ega. Jurnalistik va ilmiy materiallari qator xalqaro manbalarda chop etilgan. Amerikaning nufuzli universitetlari va tahlil markazlarida so'zlab, ma'ruzalar o'qib keladi. "Amerika Ovozi" oltin medali sohibi. Toshkent viloyati Bo'stonliq tumani Qo'shqo'rg'on qishlog'ida ziyoli oilasida ulg'aygan.

    Navbahor Imamova is a prominent Uzbek journalist at the Voice of America. Her analytical pieces have been published in leading academic and news outlets including Foreign Policy, The National Interest, and The Atlantic. Imamova also is the founding President of the VOA Women’s Caucus. She began her career at the Uzbek state broadcaster in Tashkent. She holds a Bachelor of Arts in journalism and mass communication from the University of Mysore, India and a Master of Arts in journalism from Ball State University, Indiana.
