Fond 1993-yilda Toshkentda o’z idorasini ochib, kelasi 13 yil mobaynida nohukumat tashkilotlar, mahalliy hokimiyatlar, tadbirkorlik va ta’lim sohasi uchun 22 million dollar sarflagan. Eng tanilgan loyihalardan biri Kelajak Ilmi xalqaro biznes maktabi edi. Jamg’arma 2006-yilda qayta ro’yxatdan o’ta olmay mamlakatdan chiqib ketgan. Tojikiston, Qirg’iziston va Qozog’istonda faoliyati ancha kengaygan va sobiq ittifoqning boshqa qismlarida ham ishini davom ettirmoqda.

Vashingtonda Yevrosiyo Jamg’armasi o’z tug’ilgan kunini nishonlar ekan, nufuzli mehmonlar orasida sobiq senator Richard Lugar, Indiana shtatidan keksa respublikachi; Madlen Olbrayt (Madeleine Albright), sobiq Davlat kotibasi; biznes va siyosat olamida birdek tanilgan Robert Zellik (Zoellick), sobiq Davlat kotibi o’rinbosari va Jahon bankini 2007-2012 yillarda boshqargan arbob ko’zga tashlanadi.

Tashkilot prezidenti Xorton Bibi-Senter (Horton Beebe-Center) deydiki, jamg’arma vujudga kelishi va u quvvatlagan yirik loyihalar ortida aynan shu insonlarning hissasi katta.

Fondning maqsadi - tinch, farovon va erkin dunyoda yashash yo’lida xizmat qilish, deydi Bibi-Senter.

Respublikachi senator Lugar va demokrat senator Sem Nann (Sam Nunn) tashabbusi bilan boshlangan xalqaro programma, yadroviy qurollar va materiallarni yo’q qilish dasturi, samara berib, sobiq sovet hududida 7610 yadroviy golovka, 908 ballistik raketa, 906 havodan yerga otiluvchi raketa va yana yuzlab ommaviy qirg’in qurollari yo’q qilindi. Ukraina, Belarus va Qozog’iston bu loyiha sharofati bilan bugun atom xavfidan xoli.

Yevrosiyo Jamg’armasi bu yili Nann va Lugarni o’zining yuksak mukofoti bilan taqdirladi.

Jahon erkin va sokin bo’lsin desak, bizga uzoq muddatni ko’zlovchi va xalqlarni bir-biriga yaqinlashtiruvchi, mushtarak manfaatlarga asoslangan loyihalar kerak, deydi Madlen Olbrayt, 1997-2001-yillarda AQSh tashqi ishlar vaziri bo’lgan arbob.

Lugar va Olbrayt - Sovet Ittifoqi tarqalib, yangi mustaqil davlatlar vujudga kelganida ularga nisbatan qanday siyosat yuritishni belgilagan shaxslar. Respublikachi va demokratlar o’shanda uch maqsadni olg’a surgan. Birinchidan, bu respublikalarni tan olib, diplomatik aloqalar o’rnatish. Ikkinchidan, bu hududlarda Amerika qadriyatlarini, jumladan demokratiya va inson huquqlarini targ’ib qilish. Uchinchidan esa iqtisodiy hamkorlikni yo’lga qo’yish. Mana shu strategik maqsadlar hamon o’zgarmagan.

1989-2006 yillar orasida bu masalalar bilan shug’ullangan Robert Zellik, Davlat departamentida qator yuqori lavozimlarda xizmat qilib, so’nggi yillarda Jahon bankini boshqargan arbob fikricha, qog’ozdagi maqsad real hayotda qanday aks etishini kafolatlash - eng og’ir vazifa.

Amerika hukumati o’z ezgu maqsadlarini, xususan ta’lim va taraqqiyot dasturlarini nohukumat tashkilotlar orqali amalga oshirishga o’rgangan va bu o’zgarmas holat. Yevrosiyo Jamg’armasi singari muassasalar davlatning eng yaqin hamkorlari bo’lib qolaveradi, chunki ular vositasida erkin matbuot, erkin iqtisod, erkin siyosiy faoliyat va erkin fikr targ’ib qilinmoqda, deydi Zellik.

AQSh quvvatlagan tashkilotlar keskin tanqid ostida va Rossiyadek katta davlatlar ularga “xorijiy agent” sifatida qarab, ildiziga bolta urishga urinmoqda. Zellik deydiki, Vashington bunday harakatlarni qa’tiyan qoralab, fuqaro jamiyati tarafdori ekanini amalda isbotlashi kerak.

Amerikadan yordam istagan, u bilan hamkorlik qilishni xohlagan tomonlar u olg’a surgan loyihalarni toptamasligi kerak, deydi arbob. Albatta, buni aytish oson, qilish qiyin. Lugar, Olbrayt va Zellik o’z tajribasiga tayanib shuni uqtiradiki, samarali faoliyat qay sohada bo’lmasin, kuchli diplomatiya, murosa va iroda talab qiladi.

    Navbahor Imamova "Amerika Manzaralari" turkumidagi ilk teledasturlar muallifi. TV, radio va onlayn diktor, prodyuser, muxbir va muharrir. O'zbekistonda akkreditatsiyadan o'tgan, ya'ni respublikadan turib axborot berish imkoniyatiga yagona amerikalik jurnalist. "Amerika Ovozi"da 2002-yildan beri ishlaydi. Jurnalistik faoliyatini 1996-yilda O'zbekiston radiosining "Xalqaro hayot" redaksiyasida boshlagan. Jahon Tillar Universiteti Xalqaro jurnalistika fakultetida dars bergan. Ommaviy axborot vositalari bo'yicha bakalavrlikni Hindistonning Maysur Universitetidan (University of Mysore), magistrlikni esa AQShning Bol Davlat Universitetidan (Ball State University) olgan. Shuningdek, Garvard Universitetidan (Harvard University) davlat boshqaruvi va liderlik bo'yicha magistrlik diplomiga ega. Toshkent viloyati Bo'stonliq tumani Qo'shqo'rg'on qishlog'ida ziyoli oilasida ulg'aygan.

    Navbahor Imamova is a prominent Uzbek journalist at the Voice of America. As anchor, reporter, editor, web editor, and producer, she has covered Central Asia and America for nearly 20 years on TV, radio and online. For the last year, she has also been reporting from inside Uzbekistan as the only and first-ever accredited U.S.-based journalist. Navbahor is also the founding President of the VOA Women’s Caucus. Educated in Uzbekistan, India, and at Harvard University, she was a 2016-17 Edward S. Mason Fellow at Harvard’s John F. Kennedy School of Government, where she also earned her Masters in Public Administration. Navbahor played a pivotal role in the launch of Uzbek television programming at VOA in 2003 and has since presented more than 800 editions of the flagship weekly show “Exploring America,” which covers American foreign policy for some 40 million Uzbek speakers worldwide, focusing on U.S. relations with Central Asia and life and politics in the United States. She has co-hosted VOA-wide special broadcasts for a global audience. She has received multiple awards for excellence in broadcasting, including the VOA Gold Medal in 2010. As a multimedia journalist, with millions of viewers, listeners, followers, and fans, Navbahor writes and speaks frequently on Uzbek domestic politics, foreign policy, and society, as well as regional issues in Central Asia, for policy, academic, and popular audiences. Her essays have appeared in leading journals, including Foreign Policy, The National Interest, and The Diplomat, and she has lectured at institutions including the U.S. Foreign Service Institute, Columbia University, Johns Hopkins University, Georgetown University, and George Washington University. Navbahor began her career at the Uzbek state broadcaster as a reporter and producer. She taught journalism at her alma mater, the Uzbek State University of World Languages in Tashkent, and then earned a B.A. in journalism and mass communication from Maharaja’s College at the University of Mysore in India. A recipient of the Edmund Muskie Fellowship, she earned her MA in journalism from Ball State University. In 2009, Ball State’s journalism department named her an Outstanding Young Alumna.
