Turkman ayoli: Vatanimda hammasi joyida

18-20 iyul kunlari Bishkekda o'tgan xalqaro biznes simpozium, Markaziy Osiyo va Afg'oniston ayollari iqtisodiy anjumanida O’zbekistondan biror tadbirkor ayol yoki deputat qatnashmadi. Lekin qo'shni Turkmaniston, yopiq jamiyatdan, katta delegatsiya bordi.

Lyalya Murodova ismli ishbilarmon fikricha mahalliy bizneslarni quvvatlash, ayniqsa ayol tadbirkorlarga yordamni oshirish taraqqiyotga yetaklaydi.

“Tashkilotchilarga rahmat. Simpoziumda butun mintaqa xotin-qizlari, faol ayollar, bir-birini tanidi, gaplashdi, turli loyihalar bo’yicha kelishib oldi. Masalan biz Qirg’izistonda ayollar boshqaradigan kasb-hunar maskanlarida hunarmandchilikni birga o’rgatish xususida kelishib oldik”, - deydi tadbirkor.

Kelishuvlar albatta odamni xursand qiladi, lekin ularni amalga oshirishda tadbirkor hukumatning ham ra’yiga qarashi, davlat talablariga bosh egishi kerak.

“Turkmanistonda buning uchun sharoit muhayyo”,- deydi Lyalya Murodova.

Mamlakatda, deydi u, xotin-qizlar juda faol. Tashqaridan bunday tuyulmasligi mumkin, ammo hukumat idoralari, vazirliklar, agentliklar va boshqaruvda ayollar juda ko’p.

Lekin biznes sohasini rivojlantirish, bozor iqtisodiyotiga o’tishni jadallashtirishda xotin-qizlar, konkret olib qaraganda, nimalar qilayapti va nima qila oladi? Hukumat buning uchun qanday imtiyoz va ko’mak taklif qilmoqda?

Turkman ayolning aytishicha, uning mamlakatida maxsus kredit dasturlari yo’lga qo’yilgan va ular asosida tadbirkor ayollar quyi foizda qarz olishi mumkin.

Turkman ayoli bugun qanchalik erkin?

“Juda erkin. Har bir ayol ta’lim olib, o’zi istagan sohada ishlashi, kasb bilan shug’ullanishi mumkin. Davlatdan yordam so’rasa, oladi”,- deydi Lyalya Murodova.

Turkmanistonda, deya tan oladi tadbirkor, har bir ayol biror ish qilish uchun yaqingacha otasi, eri yoki boshqalardan ruxsat olishi kerak edi. Bugun vaziyat boshqacha, deydi u, forumlar va anjumanlar, ta’lim saviyasi va zamonaviy o’zgarishlar sabab, xotin-qizlar o’z taqdirlarini qo’llariga olib, istagan yo’nalishda harakat qilmoqda.

Lyalya Murodova davlat siyosatini maqtaydi, lekin haqiqat shuki, biznes qilaman degan odam turli cheklovlar bilan yuzlashadi. Jahon Banki va Xalqaro Valyuta Jamg'armasi nazarida sarmoya, moliya va bank sohalarida Turkmanistonda muammo talay.

Buning ustiga qo’shni davlatlar bilan chegaralar yopiq, viza tartibi murakkab, eskport-import qilish boshog’riq, boj va qo’shimcha to’lovlar so’raladi. Bu ahvolda tadbirkorlik qilish oson emas.

“Savdo, import-eksport joyida”, - deydi turkmanistonlik ishbilarmon. Talab qo’ymaydigan davlat bor ekanmi, deya hayron bo’ladi Laylo, har yerning o’ziga yarasha qonun-qoida bor.

    Navbahor Imamova "Amerika Manzaralari" turkumidagi ilk teledasturlar muallifi. TV, radio va onlayn diktor, prodyuser, muxbir va muharrir. Shuningdek, Garvard Universitetidan (Harvard University) davlat boshqaruvi va liderlik bo'yicha magistrlik diplomiga ega. Toshkent viloyati Bo'stonliq tumani Qo'shqo'rg'on qishlog'ida ziyoli oilasida ulg'aygan.

    Navbahor Imamova is a prominent Uzbek journalist at the Voice of America. As anchor, reporter, editor, web editor, and producer, she has covered Central Asia and America for nearly 20 years on TV, radio and online.
