Paxta termaganlar pul beradi, kamida 400-500 ming so'm

O'zbek-Germaniya inson huquqlari forumi tahlilicha, 2014-yilda O'zbekiston hukumati bir milliondan oshiq fuqaroni paxta terimiga majburan olib chiqqan. Chiqmaganlardan esa pul undirilgan, nafaqat shaxslardan, balki bizneslardan ham, deyiladi bugun e'lon qilingan hisobotda. Hukumat oq oltindan yiliga 1 milliard dollarga yaqin daromad qiladi. Uni terishni istamagan odam 400-500 ming so'mdan berib, bu majburiyatdan qutulishi mumkin.

O'tgan yili oq oltinni terishga chiqqanlar orasida o'quvchilar, xususan yosh bolalar kam edi, biroq ularning o'rniga ko'proq katta yoshdagilar jalb etildi. O'zbekistonlik huquq himoyachisi Umida Niyozova boshliq tashkilot to'plagan ma'lumotlarga ko'ra, paxta termaganlar "haqqini to'lagan", hosil yig'ib olingach ham minglab odamlardan ovqat va turar joy uchun pul olingan.

Poraxo'rlik va mablag' undirish shu qadar chuqur ildiz otib ketgan muammoki, deyiladi tahlilnomada, mutasaddilardan bezib ketgan odamlar so'raganini berib qutuladi. Fuqaro oldida boshqa yo'l ko'rmaydi.

Hisobot yuzlab terimchilar va kuzatuvchilar bilan qilingan suhbatlarga asoslanadi.

Davlatga qarashli organlarning xodimlari, xususan sog'liqni saqlash va ta'lim sohasi vakillari ikki oy davomida dalada ekan, bu jabhalar ulkan zarar ko'rgan. Kasalxonalar, tibbiy markazlar, maktab va kollejlarda samaradorlik va eng muhimi kundalik faoliyat sustlashgan.

O'zbekistonda qonun bolalarni majburiy mehnatga jalb etishni taqiqlaydi, lekin kollej o'quvchilari, hali 18 ga to'lmaganlar paxta teradi. Ular o'zim xohlab chiqdim deyishi mumkin, biroq aksariyat hollarda zo'rlab olib kelinadi. Termasang, o'qishdan haydalasan, jazolanasan, degan do'q-po'pisa ostida.

O'tgan yilgi terimda, huquq faollarining aniqlashicha, 17 kishi nobud bo'lgan, ularga yo'l halokatlarida o'lganlar ham kiradi.

Odamlar kuniga 10 soatlab dalada yurgan, turgan joylari talabga javob bermagan. Sanitariya qoidalari buzilgan yoki umuman bu borada tadbir ko'rilmagan. Dam olish kunlari berilmagan.

Hokimiyat uchun paxta terimi, milliy hashar deya nomlangan jarayon aslida xalqni shilish payti, deyiladi hisobotda. Mahalliy biznes egalari va mehnatkashlar paxtaga chiqishni xohlamasa, pul bergan. Ovqat, transport va boshqa yetishmovchiliklar uchun mablag' yig'ilgan va ular, tabiiyki, mutasaddilarning cho'ntagiga ketgan. Qonunni ochiqchasiga oyoq osti qilgan rasmiylar hatto yirik firmalardan ham "xayriya" sifatida pul olgan, masalan "Telia Sonera" va boshqa uyali aloqa kompaniyalaridan. AQSh bilan hamkorlikdagi "General Motors" avtomobilsozlik korxonasi xodimlari paxta terishga majbur bo'lgan.

Chet el bizneslari buni ko'rib O'zbekistonga sarmoya olib kirgisi kelarmidi? Hukumat bir tomondan majburiy mehnatni tugatishga harakat qilayotganini da'vo qiladi, ikkinchi tomondan esa nafaqat mahalliy balki xalqaro korxonalarning odamlari ham dalada. Milliy boylikni tezda terib olish kerak deya ularni hasharchilar sifatida tasvirlash ko'zbo'yamachilik xolos, deya bildiradi "Paxta kampaniyasi", O'zbekistonda majburiy mehnatga qarshi kurashayotgan koalitsiya. AQShda asoslangan bu guruhga nohukumat tashkilotlar va yirik bizneslar qo'shilgan.

"Paxta kampaniyasi" O'zbekiston hukumatini muammoga qarshi real chora ko'rishga, paxta sohasini isloh qilishga, oshkoralik tomon qadam tashlashga undab keladi. Lekin tuzumda ishlagan va vaziyat bilan yaqindan tanish mutaxassislar nazarida hukumat o'zgarish qilishga qodir emas. Tuzum tabiatini, milliy mentalitet va yondashuvni yangilash uzoq davr va qattiq mehnat talab qiladi, deydi ular.

Hukumat O'zbek-Germaniya inson huquqlari forumi singari tashkilotlarni G'arb grantlariga uchib, respublikadagi ahvol haqida yolg'on ma'lumot tarqatayotganlikda ayblab keladi. Faollar nazarida esa paxta bilan bog'liq muammolar shu qadar ochiq haqiqatki, davlat uni hech narsa bilan yopa olmaydi.

    Navbahor Imamova

    Navbahor Imamova "Amerika Manzaralari" turkumidagi ilk teledasturlar muallifi. TV, radio va onlayn diktor, prodyuser, muxbir va muharrir. O'zbekistonda akkreditatsiyadan o'tgan, ya'ni respublikadan turib axborot berish imkoniyatiga yagona amerikalik jurnalist. "Amerika Ovozi"da 2002-yildan beri ishlaydi. Jurnalistik faoliyatini 1996-yilda O'zbekiston radiosining "Xalqaro hayot" redaksiyasida boshlagan. Jahon Tillar Universiteti Xalqaro jurnalistika fakultetida dars bergan. Ommaviy axborot vositalari bo'yicha bakalavrlikni Hindistonning Maysur Universitetidan (University of Mysore), magistrlikni esa AQShning Bol Davlat Universitetidan (Ball State University) olgan. Shuningdek, Garvard Universitetidan (Harvard University) davlat boshqaruvi va liderlik bo'yicha magistrlik diplomiga ega. Toshkent viloyati Bo'stonliq tumani Qo'shqo'rg'on qishlog'ida ziyoli oilasida ulg'aygan.

    Navbahor Imamova is a prominent Uzbek journalist at the Voice of America. As anchor, reporter, editor, web editor, and producer, she has covered Central Asia and America for nearly 20 years on TV, radio and online. For the last year, she has also been reporting from inside Uzbekistan as the only and first-ever accredited U.S.-based journalist. Navbahor is also the founding President of the VOA Women’s Caucus. Educated in Uzbekistan, India, and at Harvard University, she was a 2016-17 Edward S. Mason Fellow at Harvard’s John F. Kennedy School of Government, where she also earned her Masters in Public Administration. Navbahor played a pivotal role in the launch of Uzbek television programming at VOA in 2003 and has since presented more than 800 editions of the flagship weekly show “Exploring America,” which covers American foreign policy for some 40 million Uzbek speakers worldwide, focusing on U.S. relations with Central Asia and life and politics in the United States. She has co-hosted VOA-wide special broadcasts for a global audience. She has received multiple awards for excellence in broadcasting, including the VOA Gold Medal in 2010. As a multimedia journalist, with millions of viewers, listeners, followers, and fans, Navbahor writes and speaks frequently on Uzbek domestic politics, foreign policy, and society, as well as regional issues in Central Asia, for policy, academic, and popular audiences. Her essays have appeared in leading journals, including Foreign Policy, The National Interest, and The Diplomat, and she has lectured at institutions including the U.S. Foreign Service Institute, Columbia University, Johns Hopkins University, Georgetown University, and George Washington University. Navbahor began her career at the Uzbek state broadcaster as a reporter and producer. She taught journalism at her alma mater, the Uzbek State University of World Languages in Tashkent, and then earned a B.A. in journalism and mass communication from Maharaja’s College at the University of Mysore in India. A recipient of the Edmund Muskie Fellowship, she earned her MA in journalism from Ball State University. In 2009, Ball State’s journalism department named her an Outstanding Young Alumna.
