What were the driving factors of U.S. policy then and what should the officials and diplomats working on the region prioritize now? What are the challenges and opportunities? Ambassador Pamela Spratlen served as America's top diplomat in Uzbekistan (2015-2018) and Kyrgyzstan (2011-2014). Ambassador George Krol was the top diplomat in Uzbekistan (2011-2014) and Kazakhstan (2015-2018). Ambassador Laura Kennedy served in Turkmenistan twice, 2001-2003 and 2014.
