Dunyo bo’ylab ishsizlik darajasini o’rganib chiqqan Xalqaro Mehnat Tashkilotiga ko’ra, 15-24 yosh orasidagi insonlarning 81 millioni bekorchi. Mehnat qilayotganlarning aksariyati esa maoshi oz ekanidan noliydi.

2007 yilgacha yoshlar uchun imkoniyatlar kun sayin kengayib bormoqda deb bong urib kelgan bu muassasa bugungi manzarani ayanchli deb tasvirlaydi.

Global iqtisodiy inqirozdan oldingi 10 yilda ishsiz yoshlar soni har 12 oyda 200 mingga kamayib borayotgan edi.

Biroq 2009 yilda buning aksiga guvoh bo’ldik. Yetti millionga yaqin yosh mutaxassis ishidan ayrildi. Gap bu yerda asosan kasb-hunarli, o’qimishli qiz-yigitlar haqida ketmoqda.

Millionlab yoshlarning daromadsiz, imkoniyatsiz qolib ketishi fojiali hol, deydi mutaxassislar. Bu avlodlar kelajakdan umidsizlanib, bilim va tajribadan xafsalasi pir bo’lib, yo’lini yo’qotishi va jamiyatlar bundan uzoq muddatda aziyat chekishi tayin.

Xalqaro Mehnat Tashkilotining yetakchi xodimi Sara Elderning aytishicha, ishsiz yurganlarning ko’pi Markaziy va Sharqiy Yevropa hamda sobiq Sovet o’lkalarida, shu jumladan Markaziy Osiyoda.

Rivojlanayotgan mamlakatlar qatoridan o’rin oluvchi bu jamiyatlarda aholining asosi yoshlar va aynan ular ishsiz yurgani, deydi Elder, har bir hukumatni jiddiy o’ylantirishi va choralar izlashga majbur qilishi lozim.

O'zbekistonda ishsizlik shu qadar normal holki...

Xalqaro Mehnat Tashkiloti bosh tahlilchisi Stiven Kapsos deydiki, ishsizlik hukmron davlatlarda boshqaruv yoshlarga biror arzigulik imtiyoz taklif qilmaydi. Yosh avlod kun ko’rish uchun qora, ya’ni qog’ozga tushmaydigan iqtisodiyotda ishlashga majbur.

O’zbekistonda buni oddiy qilib tirikchilik deyishadi. Yoshlarning ko’pi ishsiz, ammo pul topayapti, masalan Rossiya, Qozog’iston yoki Janubiy Koreya kabi mamlakatlarda.

Odamlar shu qadar o’rganib ketganki, hatto hukumatning o’zi ham bunga normal bir holat sifatida qaraydi. Harakat qilgan, qimirlagan odam yashayapti degan qarash keng tarqalgan.

Hukumat ishsizlik darajasi haqida og’iz ochmaydi. Bu borada biror rasmiydan hatto panada so’rasangiz, “boshqa mamlakatda yo’qmi ishsizlar?” degan kesatiq eshitasiz.

O’zbekistonda ishsizlar qancha ekani haqida na BMT va uning agentliklari va na Jahon Banki aniq ma’lumot bera oladi.

AQSh Markaziy Radvedka Agentligi O’zbekiston Mehnat Vazirligi bergan ma’lumotni ko’rsatadi – 1,1%. 2009 yilgi hisobga ko’ra, ko’pchiligi 18-35 yosh orasida bo’lgan 27 milliondan oshiq aholining 16 millionga yaqini mehnatga yaroqli. Hozirda ishli odamlarning 20 foizi uquv-malakasidan past vazifalarda mehnat qilmoqda.

"Yoshlarning salohiyatidan to’g’ri foydalanish kerak",- deydi Stiven Kapsos.

"Lekin ular oldi-sotdi bilan yoki kim uchundir vaqtincha yumush qilishga majbur. Ko'plab jamiyatlarda mana shu hol. Bu yoshlar qashshoq qatlam vakillari. Ishlab turib ham kambag’al yashayotgan odamlar sirasida”, - deya tushuntiradi mutaxassis.

Birlashgan Millatlar Tashkiloti barcha a’zo davlatlarni ta’lim va ish bilan ta’minlash masalasini birinchi o’ringa qo’yishga chaqirmoqda. Bu tizim yaxshi ishlamagan jamiyatda farovonlik va barqarorlikka erishish qiyin.

Yoshlarni omilkor, ijodkor, tadbirkor va serg’ayrat bo’lishga undovchi dasturlar ustida bosh qotiring, harakat qilganlarni esa quvvatlang deya maslahat bermoqda Xalqaro Mehnat Tashkiloti.

Kapsos singari ekspertlar fikricha, yoshlar hayotdan umidsizlanmasin desak, ularga ko’proq mas’uliyat yuklash kerak.

    Navbahor Imamova is a prominent Uzbek journalist at the Voice of America and a leading Washington-based authority on geopolitics and national development in Central Asia. As anchor, reporter, multimedia editor and producer, she has covered Central Asia and the U.S. for over 15 years on TV, radio and online. During 2016-2017, she was a prestigious Edward S. Mason Fellow in public policy and management, while earning her Mid-Career Masters in Public Administration at Harvard University’s John F. Kennedy School of Government. Imamova played a pivotal role in the launch of Uzbek television programming at VOA in 2003, and has since presented nearly 800 editions of the flagship weekly show, “Amerika Manzaralari,” which covers American foreign policy focusing on Washington’s relations with Central Asia, as well as life and politics in the U.S. She is frequently asked to speak on regional issues in Central Asia, as well as Uzbek politics and society, for policy, academic, and popular audiences, including the U.S. Foreign Service Institute, Princeton University, Columbia University, Johns Hopkins University, Georgetown University, George Washington University, Michigan State University, the University of Wisconsin, Northeastern University, and her alma mater Harvard University. Her essays on the region have been published in journals and edited volumes, including Central Eurasian Studies Review and Demokratizatsiya: The Journal of Post-Soviet Democratization.

    She began her career at the Uzbek state broadcaster. She holds a Bachelor of Arts in journalism and mass communication from Maharaja’s College at the University of Mysore, India and a Master of Arts in journalism from Ball State University.
