Majburiy mehnat O'zbekiston paxta dalalarida hamon normal hol, deyiladi yangi tahlilnomada

Inson huquqlari bo’yicha “Human Rights Watch” tashkiloti, Nyu-Yorkda asoslangan xalqaro muassasa, O’zbekistonda 2012-yil paxta terimi qanday kechgani haqida hisobot chiqardi. Unga ko’ra, bu safar bolalar mehnatidan ozroq foydalanilgan, ammo kollej va universitet talabalari hamda katta yoshdagilarni majburan dalaga olib chiqish hollari avj olgan.

Hukumatning bolalarni ekspluatatsiya qilmaslikka qaror qilgani xalqaro bosim samarasidir, deyiladi tahlilnomada. Paxta eksporti bo’yicha dunyoda beshinchi o’rinda turadigan mamlakat o’tgan yili bir milliondan oshiq fuqarosini zo’rlab ishlatgan. Ularga haq to’langan bo’lishi mumkin, ammo o’qituvchilar, shifokorlar, hamshiralar va boshqa soha egalari xohlagani uchun emas, tahdid ostida majbur bo’lgani uchun “hashar”ga chiqqan.

O’zbekiston hukumati “hashar” majburiy mehnat emas, ko’ngilli yordam deb qanchalik bong urmasin, haqiqatni yoritishga uringan jurnalistlar va faollarni tazyiqqa olmasin, chet el axborot vositalari uchun darvozani qattiq yopmasin, deydi huquq himoyachilari, xalq va tashqi dunyo asl holatni biladi.

“Gapning po’skallasi, bu - majburiy mehnat”,- deydi Stiv Sverdlov (Steve Swerdlow), “Human Rights Watch” tashkilotining Markaziy Osiyo bo’yicha bosh eksperti.

“O’smirlar va kattalarni majburlab ishlatish ham majburiy mehnat. Yosh bolalar terimga olib chiqilmagani bilan yuqoridagi muammo yo’qolib qolayotgani yo’q. O’zbekiston hukumati bir million fuqarosini zo’rlab ishlatayapti har yili”,- deydi huquqbon.

Respublikada bolalar majburiy mehnatini man etuvchi qonun qabul qilingan va 2012-yil paxta terimi oldidan Bosh vazir Shavkat Mirziyoyev maktab o’quvchilar jalb etilmasin deya buyruq bergan.

Lekin O’zbekistondek qo’l mehnatiga tayangan jamiyatda bu azaliy odatdan qutulish oson emas, deydi Rassell Zanka, amerikalik mutaxassis, Namangan viloyatida ikki yil yashab, paxtachilik haqida kitob yozgan professor.

Masala murakkab, O’zbekiston jamoatchiligi uchun bolalar paxta terishi dahshatli fojia emas, deydi u, o’z kuzatuviga tayanib.

Bu shu qadar azaliy odatki, ko’pchilik farqini tushunmaydi, deydi olim. Haqqini to’lasa, terimga chiqadiganlar ko’p. Odamlar tahdid ostida emas, xohishi bilan paxtaga chiqishi uchun sharoit o’zgarishi kerak, deydi Rassell Zanka.

“Taraqqiy etaman degan jamiyat taraqqiyotdan qo’rqmasligi kerak. Qo’l mehnatidan texnologiyaga o’tish uchun nima qilmoq lozim? Mana shu haqda jiddiy o’ylanish zarur. Hukumat bu sohaga ko’proq sarmoya kiritishi, har bir so’m ko’zlangan maqsad uchun sarflanishini ta’minlashi zarur. Bu esa vijdonan ish ko’rishni talab qiladi. Dehqon, paxtakor hayoti yaxshi bo’lsin desa, bolalar va kattalarni majburlab dalaga olib chiqmaysiz. Tan olish kerak, buni”.

G’arbda O’zbekiston paxtasini rad etish kampaniyasi boshlanganiga ancha bo’ldi. Qator yirik kompaniyalar va supermarketlar o’zbek paxtasi ishlatilgan mahsulotlarni xarid qilmaslik va sotmaslikka qaror qilgan.

Bu kampaniya boshida turganlar esa xalqaro huquq tashkilotlari, jumladan “Human Rights Watch” tashkiloti.

O’zbekiston bilan hamkor AQSh va Yevropa Ittifoqi, deyiladi hisobotda, paxta muammosini ochiq tan olishi, vaziyatni qoralashi va fuqarolar manfaatini ko’zlab ish yuritishi kerak.

Sharoit bilan tanishish uchun O’zbekiston BMT qoshidagi Xalqaro Mehnat Tashkilotini mamlakatga kiritib, ahvolni ko’zdan kechirish uchun sharoit yaratib berishi lozim.

Shuningdek, boshqa tashkilotlar ham vaziyat bilan erkin tanisha olsin, O’zbekiston haqiqatni yashirmayotgan bo’lsa, darvozani ochsin, deyiladi “Human Rights Watch” tahlilnomasida.

2012-yil paxta terimi davrida majburiy mehnatdan noligan bir necha fuqaro qamoqqa olingan, xususan Jizzax viloyatida O’ktam Pardayev. Bu shaxs hech bir aybsiz 15 kun panjara ortida o’tirgan, deydi huquqbonlar.

O’zbekiston Birlashgan Millatlar Tashkiloti a’zosi. Xalqaro majburiyat va burchlarni o’z bo’yniga olgan. Xalqaro hamjamiyat ular qanday bajarilayotganini tekshirishga haqli. O’zbekiston hurmat va izzatga sazovor davlat bo’lishni istasa, o’z fuqarolarini ezmayotganini isbotlab bersin, deyiladi tahlilnomada.

Sentabrdan noyabrgacha bo’lgan davrda viloyatlar bo’ylab hayot yanada og’irlashadi. 100 dan ortiq xalqaro bizneslar O’zbekistonda majburiy mehnat evaziga terilgan paxtadan ishlangan tovarlarga yo’q demoqda. Paxtakorlar turmushi qanchalik qiyin ekani ham oydek ravshan. Shunday ekan, bu masala O’zbekistonning ichki muammosi deyish vijdondan emas, deya yoziladi “Human Rights Watch” tarqatgan bayonotda. Unda viloyatma-viloyat kuzatilgan turli fojialar, tazyiq va bosimlar qayd etiladi.

    Navbahor Imamova

    Navbahor Imamova "Amerika Manzaralari" turkumidagi ilk teledasturlar muallifi. TV, radio va onlayn diktor, prodyuser, muxbir va muharrir. "Amerika Ovozi"da 2002-yildan beri ishlaydi. Jurnalistik faoliyatini 1996-yilda O'zbekiston radiosining "Xalqaro hayot" redaksiyasida boshlagan. Jahon Tillar Universiteti Xalqaro jurnalistika fakultetida dars bergan. Ommaviy axborot vositalari bo'yicha bakalavrlikni Hindistonning Maysur Universitetidan (University of Mysore), magistrlikni esa AQShning Bol Davlat Universitetidan (Ball State University) olgan. Shuningdek, Garvard Universitetidan (Harvard University) davlat boshqaruvi va liderlik bo'yicha magistrlik diplomiga ega. Toshkent viloyati Bo'stonliq tumani Qo'shqo'rg'on qishlog'ida ziyoli oilasida ulg'aygan.

    Navbahor Imamova is a prominent Uzbek journalist at the Voice of America and a leading Washington-based authority on geopolitics and national development in Central Asia. As anchor, reporter, multimedia editor and producer, she has covered Central Asia and the U.S. for over 15 years on TV, radio and online. During 2016-2017, she was a prestigious Edward S. Mason Fellow in public policy and management, while earning her Mid-Career Masters in Public Administration at Harvard University’s John F. Kennedy School of Government. Imamova played a pivotal role in the launch of Uzbek television programming at VOA in 2003, and has since presented nearly 800 editions of the flagship weekly show, “Amerika Manzaralari,” which covers American foreign policy focusing on Washington’s relations with Central Asia, as well as life and politics in the U.S. She is frequently asked to speak on regional issues in Central Asia, as well as Uzbek politics and society, for policy, academic, and popular audiences, including the U.S. Foreign Service Institute, Princeton University, Columbia University, Johns Hopkins University, Georgetown University, George Washington University, Michigan State University, the University of Wisconsin, Northeastern University, and her alma mater Harvard University. Her essays on the region have been published in journals and edited volumes, including Central Eurasian Studies Review and Demokratizatsiya: The Journal of Post-Soviet Democratization.

    She began her career at the Uzbek state broadcaster. She holds a Bachelor of Arts in journalism and mass communication from Maharaja’s College at the University of Mysore, India and a Master of Arts in journalism from Ball State University.
