O'zbekistonga harbiy yordam berish masalasi AQSh Senatida


Prezident Barak Obama O'zbekiston rahbari Islom Karimov bilan hali biror marta ko'rishmagan. AQSh Davlat kotibasi Xillari Klinton 2010 yilning dekabrida Toshkentga safar qilib, Karimov bilan muloqot qilganida huquq masalasini ko'targan.

Barak Obama va uning ma’muriyati Afg’onistondan qo’shinlarni 2014 yil oxirigacha olib chiqish qarorida qat’iy. Lekin ungacha harbiy harakatlarni quvvatlash uchun Markaziy Osiyo davlatlariga ko’proq tayana boshlagan, jumladan O’zbekistonga.

Pokiston notinch ekan, xalqaro koalitsiyaga zarur mahsulotlar tashishda Markaziy Osiyo hududi qo'l kelmoqda. Region -Shimoliy Ta’minot Tizimining muhim qismi.

O’zbekistonga bu ko’mak evaziga harbiy jihatdan madad ko’rsatishga qaror qilingani ma’lum, lekin Amerika hukumati hozircha bu borada og’iz ochmayapti.

Ism-sharifi bildirilmasligini so’ragan rasmiylar esa gap asosan harbiy tayyorgarlik va almashinuv haqida ketayotganini aytadi.

Masala AQSh Senatining Davlat xarajatlari bo'yicha qo'mitasida muhokamada va yaqin kunlarda ovozga qo'yiladi.

Inson huquqlari bo’yicha xalqaro tashkilotlar bunga qarshi kampaniyaga zo’r berib, masalani Amerika ommaviy axborot vositalariga chiqqan.

Salon.com degan ommabop saytiga bergan intervyusida, Human Rights Watch huquq tashkiloti vakili Stiv Sverdlov (Steve Swerdlow) O’zbekison hukumatini dunyodagi eng repressiv tuzumlardan biri deb ataydi. Maqola Obama ma'muriyati Karimov bilan til biriktirgan deya tanqid qiladi.

Bu xalq, deydi u, uzoq yillardan beri kuchli diktatura ostida kun kechirmoqda. Fuqaro erkinliklari, xususan so’z va matbuot erkinligi tamoman cheklangan, deydi faol.

Xalqaro Amnistiya, "Ozodlik Uyi" (Freedom House), Ochiq Jamiyat va Soros Jamg'armasi, Xalqaro Mehnat Huquqlari Forumi singari sakkiz tashkilot qatorida Amerika qonunchilariga ochiq maktub yo'llagan Human Rights Watch shu yil boshigacha O’zbekistonda o’z vakolatxonasiga ega edi.

Uni boshqargan Sverdlovning aytishicha, tashkilot Karimov rahbariyati bosimi bilan uni yopishga majbur bo’ldi.

Amerika rasmiylari cheklovlar butunlay bekor qilinmaydi desa-da, Human Rights Watch bunga ishonmaydi.

“AQSh va NATOga yuk va hatto askarlarni olib o’tishga imkon berib, O’zbekiston hukumati cheklovlar olib tashlanishini so’ramoqda. O’zbekiston harbiy vositalar sotib olish niyatida. Shuningdek, huquqni muntazam ravishda buzadigan davlat degan tamg’a olib tashlanishini istaydi”,- deydi Sverdlov.

Rasmiy Toshkent bu masala yuzasidan lom-mim demaydi.

Respublika rasmiylari Amerika bilan aloqalar rivojidan mamnun ekanini ta’kidlab keladi.

Human Rights Watch va boshqa huquq tashkilotlari AQSh - O’zbekiston hamkorligiga qarshi emas. Afg’onistondagi missiyani muvaffaqqiyatli yakunlash Obama ma’muriyati uchun dolzarb vazifa ekanini tan olishadi.

Lekin, deya bildiradi bu muassasalar, erkinlik masalasi chetga surilmasin. Obama ma’muriyati qisqa muddatli foyda evaziga huquq bilan bog’liq muammolarga ko’z yummasin.

“O’ta zolim diktatorlar bilan hamkorlik qilish huquq yoki xavfsizlik nuqtai nazaridan to’g’ri siyosat emas. O’zbekistonda vaziyat yaxshilanishini talab qilmasdan mavjud cheklovlarni olib tashlash repressiyaga bosh egish bilan barobar. Bu uzoq muddatda O’zbekiston va butun Markaziy Osiyo barqarorligiga ham raxna soladi. Shuningdek, O’zbekiston xalqiga shuni ko’rsatadiki, Amerika “arab bahori” va u yerdagi demokratik o’zgarishlarni qanchalik olqishlamasin, Afg’onistondagi vaqtincha maqsadlarni O’zbekiston aholisining fundamental huquqlarini quvvatlashdan ustun qo’yadi”,- deydi Stiv Sverlov Amerika matbuotiga bergan intervyusida.

O'zbekiston-Amerika aloqalari uchun mas'ul, AQSh Davlat kotibining Janubiy va Markaziy Osiyo bo'yicha muovini Robert Bleyk (Blake) "Amerika Ovozi" bilan qilgan suhbatlarida inson huquqlari aloqalarda muhim omil ekanini qayd etib keladi.

Uning aytishicha, Obama ma'muriyati O'zbekiston bilan serqirra hamkorlik qilishga bel bog'lagan, shu jumladan demokratiya va erkinlik bobida.
