Klinton: O'zbekiston, Tojikiston demokratiya tomon dadilroq qadam tashlashi kerak

Toshkent xalqaro aeroporti, 22-oktabr 2011

AQSh bosh diplomati Xillari Klinton Tojikiston va O’zbekistonga safar qilar ekan, Afg’onistonda tinchlikka erishish uchun bu davlatlar bilan hamkorlikni oshirish – asosiy vazifa.

Lekin, deydi bugun Dushanbeda prezident Imomali Rahmon bilan uchrashgan Xillari Klinton, chegara xavfsizligini yaxshilash, qoradori savdosiga qarshi kurash va siyosiy-ijtimoiy huquqlarni ta’minlash ham bag'oyat muhim va bir-biriga chambarchas bog'liq masalalar. Tomonlar bularni ham muhokama qildi.

Klinton xonim Tojikiston rahbarini demokratiya sari dadilroq qadam tashlashga chaqirdi. So’z va matbuot erkinligi, fuqarolarning uzviy huquqlarini hurmat qilish, xotin-qizlar uchun imkoniyatlarni kengaytirish borasida o’z fikrlarini bildirdi.

AQSh davlat kotibasi nazarida Tojikistonda diniy erkinlikning cheklanishi radikalizmning kuchayishiga olib borishi mumkin.

Fuqarolari erkin nafas olmagan jamiyat oldinga siljimaydi, deydi u, prezident Rahmon bilan uchrashuvi ketidan.

Klinton xonim bugun kechqurun Toshkentga yetib bordi. Ertaga keng doirali uchrashuvlar rejalangan.

Xalqaro koalitsiyaga zarur vositalarni tashishda bu davlatning yordami beqiyos va kelasi oylarda O’zbekiston yanada ko'proq hissa qo'sha boshlaydi.

Amerika bu respublikalarga Afg’onistonni tiklashda kattaroq rol o'ynang demoqda.

Vashington Yangi Ipak Yo’li loyihasini olg’a surmoqda. Markaziy va Janubiy Osiyoni bog'lovchi savdo yo’llari barpo etish rejasi. Afg’oniston uning yuragi bo’la oladi, deydi Xillari Klinton.

Muzokaralardan ma’lumki, Tojikiston va O’zbekistonga bu g’oya ma’qul.

Ular Germaniya va Turkiyada bu borada kutilayotgan xalqaro anjumanlarda qatnashib, o’z takliflarini bildirish niyatida.

Loyihaning asosiy homiysi Amerika. Obama ma’muriyatining umidi - yirik jamg’arma va bizneslarni jalb etish.

O’zbekiston va Tojikiston, AQSh hukumati nazarida, repressiya ostida yashovchi jamiyatlar. Har ikki respublikada inson huquqlari bilan bog’liq vaziyat og’ir, deya tan oladi rasmiylar.

Amerika diplomatlari bu davlatlarning rahbarlari bilan suhbatlarda o’z xavotir va munosabatlarini bildirib keladi. Fuqaro jamiyati va nohukumat tashkilotlar Vashingtonga umid bilan qaraydi, uning ma’naviy va moddiy yordamiga tayanadi.

Erkinlik, demokratiya va huquq himoyachilari, aloqalarda Afg’oniston birinchi o’ringa chiqib, huquq masalasi chetda qolib ketmoqda deya bong urar ekan, Xillari Klinton “unday emas” deydi.

Bugun Dushanbeda faollar bilan davra suhbati qilar ekan, bu borada savolga tutilganida, AQSh tashqi ishlar vazirasi, inson huquqlariga hurmat va demokratik taraqqiyot masalasi haqida rahbarlar bilan, xususan O'zbekiston prezidenti Islom Karimov bilan ochiq gaplashishini aytdi.

“Bu hukumatlar bilan muntazam muloqotda ekanimiz, bizga ularning siyosatiga ta’sir qilish imkoniyatini beradi”, - deydi Klinton xonim.

“Aloqani cheklasak, huquqni hurmat qilmaydigan tomonlar o’rnimizni egallaydi”,- deydi arbob.

Mintaqada demokratiya va erkinlik uchun kuyunmaydigan tomonlar deganda asosan Rossiya va Xitoy nazarda tutiladi.

Xitoy bugun asosiy sarmoyador. Rossiya esa muhim siyosiy o’yinchi.

Amerika hukumati mintaqada bu davlatlar bilan bellashmoqchi emas. Bu yirik qo’shnilar Markaziy Osiyo hayotida hamisha muhim rol o’ynaydi, deya qayd etadi diplomatlar.
