Markaziy Osiyoda huquqqa hurmat bugun qanchalik?

O'zbekiston va Qirg'izistonda rahbarlar islohotlar va'da qilar ekan, buni inson huquqlariga nisbatan yondashuvni yangilab, ularni e'zozlashdan boshlash kerak, deya undamoqda Nyu-Yorkda asoslangan "Human Rights Watch". Bu mustaqil tashkilot dunyo bo'ylab huquq bilan bog'liq vaziyatni o'rganib keladi. Shu kunlarda chiqargan 643 betlik tahlilnomasida 90 mamlakatdagi vaziyat bilan tanishasiz. Xususan AQShdagi muhit keskin tanqid qilinadi. Amerikaning hozirgi rahbari Donald Tramp "immigrantlarga qarshi ayirmachi va irqchi" siyosat olib borayotganlikda ayblanadi. Vashington global maydonda erkinlik targ'ibotini to'xtatib, mamlakatning o'zida ham bu borada chekinish kuzatilmoqda, deyiladi.

Xo'sh, Markaziy Osiyodagi holat qanday baholanadi?

“Human Rights Watch" nazarida Qozog'iston, Tojikiston va Turkmanistonda yakkahokimlikka asoslangan repressiv tuzumlar hukmron.

O'zbekistonda o'tgan bir yil ichida ijobiy o'zgarishlar kuzatildi, lekin bu o'zgarishlar sistematik tus olishi kerak. Huquqbuzarlik hamon keng tarqalgan va fuqaro erkinliklari hali ham cheklanib, tuzum zulm o'tkazishni bas qilmagan, deyiladi hisobotda.

Qirg'izistonda yangi prezident Sooronboy Jeenbekov mamlakatda so'z va matbuot erkinligi ta'minlanishi uchun zamin yaratmasa, o'zini demokratiya deb hisoblovchi bu davlatda vaziyat tang, deb xulosa qilmoqda "Human Rights Watch".

Markaziy Osiyo bo'ylab mahbuslarni qiynoqqa solish hollari, asossiz qamash, xavfsizlik organlarining qonunni buzish va inson huquqlarini toptash hollari keng tarqalgan. Bu borada uzoq yillardan beri minglab bet dalillar keltiriladi, tanqidiy materiallar e'lon qilinadi.

Hukumatlarga ko'ra esa, avhol tobora yaxshilanib bormoqda. Qonun ustuvorligini ta'minlash murakkab masala, lekin buning uchun zarur choralar ko'riladi, degan bayonotlar eshitamiz.

Lekin huquqbuzarlik hollarini xatlab borayotgan tashkilotlarning hisobotlarini ko'zdan kechirsangiz, dahshatli bir manzara ko'z oldingizda namoyon bo'ladi.

Amaldagi siyosatni savolga tutgan odam, nafaqat hokimiyat balki biznes sektori va boshqa jabhalardagi muammolarni ko'tarib chiqqanlar doimiy nishonda. Ularga jamoatchilik tinchligiga tahdid solayotgan tomon sifatida qarab, organlar ularning ovozini o'chirishga harakat qiladi.

Qozog'istonda kasaba uyushmalari tazyiq ostida, chunki ular ishlash uchun sharoitni yaxshilashni talab qilmoqda.

Tojikistonda hukumatni tanqid qilgan odam terrorist, ekstremist deb tamg'alanib, yo chet elga qochishga majbur yo vatanda panjara ortida. 150 dan oshiq siyosiy faol qamoqda.

Qirg'izistonda so'nggi prezident saylovlarida qo'pol xatolar qilingan, lekin bu borada ochiq gapirganlar bosimga uchramoqda. Jurnalistlar, faollar, muxolifatchilar turli tomonlarning tahdidiga uchramoqda.

Turkmaniston mintaqaning eng yopiq davlati va umuman, dunyodagi eng ezilgan jamiyatlardan biri. Erkinlik u yerda hukumatga mutlaq bosh egish bilan tenglashtiriladi. Tuzumning har bir so'ziga xo'p desangiz, fuqarosiz, aks holda dushman. Tanqidiy fikrlash jinoyat bilan barobar.

O'zbekistonda o'tgan bir yil ichida 16 siyosiy mahbus ozod etildi. Qora ro'yxatdan minglab odam chiqarildi. Prezident Shavkat Mirziyoyevning hukumat xalqqa xizmat qiladi degan gapi shiorga aylanmoqda. Xalq va xalqaro hamjamiyat umidga to'la. Jarayonlarni hamma katta qiziqish bilan kuzatmoqda.

Davlat qiynoqlar, huquqbuzarlik, adolatsizlik, majburiy mehnat, yulg'ichlik va fuqarolarni azoblab kelayotgan boshqa tub illat va muammolarni ochiq tan ola boshladi.

Bu o'zgarish qilish uchun bag'oyat zarur qadam, deya qayd etmoqda "Human Rights Watch" tashkiloti. Endi bu muammolarni bartaraf eta boshlash kerak. O'tgan oylarda uch mustaqil jurnalist va blogerlar Bobomurod Abdullayev, Hayot Nasriddinov va Nurullo Otaxonov qamoqqa olindi. Otaxonov keyinroq ozodlikka qo'yib yuborilgan bo'lsa-da, tergov jarayoni davom etmoqda.

Ular konstitutsion tuzumni ag'darishga uringanlikda ayblanayotgani haqida ma'lumotlar bor. Bugungi hukumat oldingisidan boshqacha ekanini ko'rsatmoqchi ekan, deydi huquq himoyachilari, bu insonlar bilan bog'liq ishlar adolatli yakunlanishi kerak. Fuqaro erkin fikri va so'zi uchun jazolanmasligi lozim. Jazolansa, bu xalqaro qonunlarga hamda O'zbekiston qonunlariga zid holat bo'ladi.

Shuningdek, Garvard Universitetidan (Harvard University) davlat boshqaruvi va liderlik bo'yicha magistrlik diplomiga ega. Toshkent viloyati Bo'stonliq tumani Qo'shqo'rg'on qishlog'ida ziyoli oilasida ulg'aygan.

Her essays have appeared in leading journals, including Foreign Policy, The National Interest, and The Diplomat, and she has lectured at institutions including the U.S. Foreign Service Institute, Columbia University, Johns Hopkins University, Georgetown University, and George Washington University.
