Vashingtondagi Milliy Press Klubda O'zbekistonda inson huquqlari va erkinlik xususida kechgan tadbirning to'liq videosi. Savol javob videoning oxirgi yarim soati.

Vashingtonda AQSh-O'zbekiston rahbarlari uchrashuvi oldidan kechgan davra suhbatlaridan birida Oliy Majlis a'zosi, Senat raisi o'rinbosari Sodiq Safoyev islohotlarga urg'u berib, mamlakatga yangi parlament kerak, dedi.

Safoyev "Amerika Ovozi" dan tushgan savolga javob berayotgan edi. O'zbekistonda qabul qilingan islohotlar dasturiga ko'ra, parlament butun tizim ustidan demokratik nazorat o'rnatishi kerak. Hukumat organlari qonunchilar, ya'ni xalq saylagan vakillari oldida hisobot berib turishi, savolga tutilishi lozim.

Mana shu maqsadga erishish qanday qadamlar talab etadi va Oliy Majlis bu borada qanday harakat qilmoqda?

"Avvalo, tan olish kerak, bugun parlamentimiz olgingi yillarga qaraganda ancha boshqacha ishlaydi. Bugun vazirlar, ularning o'rinbosari, Bosh vazir o'rinbosarlari, davlat idoralarining rahbarlari qonunchilar oldida hisobot bera boshlagan, qizg'in savol-javoblar bo'layapti. Murakkab mavzular yuzasidan savollarga javob talab qilinadi, masalan qiynoqlar, majburiy mehnat... Jarayon o'zgargan. Bugun parlamentimiz ijroiya organi ustidan nazorat o'rnata boshlagan", - deydi Safoyev.

Uningcha, ikki vazifa hammaga ayon. Birinchidan, bunday nazorat mahalliy tizimlar tomonidan ham o'rnatilishi kerak, ya'ni ijroiya organlari turli qatlamlarda vakillar oldida javob berishni o'rganishi lozim. Viloyat va tuman hokimlari, har qanday tizimning rahbari kengashlarga hisobot berishi kerak.

"Ikkinchidan, balki bu ayrim qonunchilarimizga yoqmas, lekin bizga yangi parlament kerak. Kelasi saylovlar natijasida bunga erishamiz degan fikrdaman. Yangi avlod kirib keladi, xususan huquqshunos va iqtisod bo'yicha mutaxassislar. Ular hozirgi qonunchilarga qaraganda iqtidorliroq, siyosiy va intellektual jihatdan o'tkirroq odamlar bo'ladi. Parlament yangilanishi, yangicha ishlay boshlashi uchun bu nihoyatda muhim. Saylovlar kelasi yil va umid qilamanki, o'shanda o'zgarishlar bo'ladi va Oliy Majlis yangilanadi".

Oliy Majlisning ko'zga ko'ringan a'zolaridan biri, prezidentlikka sobiq nomzod va Inson huquqlari bo'yicha Milliy markaz rahbari Akmal Saidov nazarida ijroiya organi ustidan nazorat o'rnatish bobida qiyinchiliklar juda ko'p.

"Vazirlarimiz parlamentga hisobot berishga o'rganmagan, lekin endi ular bunga majbur. Biz hozir mana shu mentalitet va stereotipni o'zgartirishimiz kerak", - deydi Saidov.

Oliy Majlisda tinglovlar normal holga aylanmoqda, deya qo'shadi qonunchi. Byudjet va boshqa dolzarb masalalar yuzasidan ochiq muhokamalar yo'lga qo'yilgan.

"Maqsadimiz - O'zbekistonda davlatning barcha organlari bir-biridan mustaqil bo'lsin va mas'uliyat hissi oshsin. Kim kimga javob berishi kerakligini bilsin", - deydi Saidov.

Uning o'zi oldingi prezident davrida mamlakatning "erkinlik bo'yicha bosh namoyandasi" sifatida tanilgan edi. Saidov bu rolini hali ham boy bermagan.

BMT organlari Jeneva va Nyu-Yorkda, qolaversa boshqa siyosiy markazlarda O'zbekistondagi inson huquqlari bilan bog'liq vaziyat haqida asosan Saidov gapiradi va hisobot beradi.

Agar O'zbekistonda o'zgarishlar davri kelgan bo'lsa, Akmal Saidov qanchalik o'zgargan yoki o'zgarishga moyil?

"Qiziq savol... Men akademik odamman. Men avvalo olimman. Rasmiy lavozimlar ikkilamchi. Mana ikki yilga yaqinlashmoqda, yangi rahbar ostida mening taklif va tashabbuslarim olqishlanmoqda va qabul qilinmoqda. Birinchidan, inson huquqlari himoyasining qonuniy zaminini mustahkamlash. Ikkinchidan, huquq himoyasini ta'minlovchi muayyan idoralarni ishga solish, masalan parlamentda mehnat huquqlarining konstitutsiyaviy himoyasi bo'yicha komissiya tuzildi. Uchinchidan, huquqiy bilimni va yuridik ta'limni kuchaytirish. To'rtinchidan, monitoring, ya'ni vaziyatni izchil kuzatishni yo'lga qo'yish. Bunda nafaqat xalqaro tizimlar kuzatsin, balki mahalliy miqyosda ham nohukumat tashkilotlarning va axborort vositalarining roli kuchaysin", - deya tushuntirdi Saidov Vashington siyosat ahliga.

    Navbahor Imamova "Amerika Manzaralari" turkumidagi ilk teledasturlar muallifi. TV, radio va onlayn diktor, prodyuser, muxbir va muharrir. O'zbekistonda akkreditatsiyadan o'tgan, ya'ni respublikadan turib axborot berish imkoniyatiga yagona amerikalik jurnalist. "Amerika Ovozi"da 2002-yildan beri ishlaydi. Jurnalistik faoliyatini 1996-yilda O'zbekiston radiosining "Xalqaro hayot" redaksiyasida boshlagan. Jahon Tillar Universiteti Xalqaro jurnalistika fakultetida dars bergan. Ommaviy axborot vositalari bo'yicha bakalavrlikni Hindistonning Maysur Universitetidan (University of Mysore), magistrlikni esa AQShning Bol Davlat Universitetidan (Ball State University) olgan. Shuningdek, Garvard Universitetidan (Harvard University) davlat boshqaruvi va liderlik bo'yicha magistrlik diplomiga ega. Toshkent viloyati Bo'stonliq tumani Qo'shqo'rg'on qishlog'ida ziyoli oilasida ulg'aygan.
